Several changes are being implemented into the levelling aspect of The War Within to increase the difficulty as it was too easy to level up due to scaling. Blizzard has commented on their intentions behind the changes in a post on Twitter and we've got the details.

This comes just a couple of days after The War Within's full retail launch and almost a week after early access began. A common complaint among the players who have not purchased early access is that players were given an advantage for spending more money on the game, and now, with making leveling slightly harder, it's more difficult to disagree. Blizzard has stated though that if you have Dragonflight's endgame gear, you should still feel overpowered when you get into the initial zone content in The War Within at level 70, which should include players who took part in the Echoes of Azeroth event which rewarded 480+ gear.

  • Changes aim to make the difficulty curve more gradual - enemy strength will actually increase by less per level in the mid-to-high 70s than it used to
  • Players coming in with DF endgame gear should still feel overpowered at Level 70
  • Players coming in with basic leveling gear from DF (ilvl 300s) should find leveling manageable and get powerful gear quickly
  • Combat at 78 and up will be completely unchanged from how it has been

As players have jumped into The War Within and begun leveling up, we’ve seen data and heard a great deal of feedback that players coming into Khaz Algar with endgame Dragonflight gear were extremely powerful relative to that initial content. It is entirely intended that effort put into gearing translates into a significant combat advantage at the start of a new expansion, but the values we’ve been seeing are extreme, often not even allowing time for normal combat rotations. This disparity also caused mixed-level groups to experience skewed results, with lower-level players contributing drastically more than level 80s. Tomorrow, Wednesday, August 28, we’re going to apply hotfixes to the game to address this.

The hotfixes will adjust the scaling of enemies in War Within leveling content to increase the power of lower-level enemies, bringing the duration of combat more in line with expected WoW behavior. These changes will be most noticeable at level 70, and will have a reduced impact as your level increases. Enemies at level 80 and above will be unchanged.

Again, we’ll make these changes tomorrow, August 28.
