Viego has been revealed, and he seems to slot best into decks that can build a giant board of units. Obviously, Cithria Matron stood out to me, so here is the deck and my reasons for each card:

Oblivious Islander: Obviously this excels in Cithria Matron decks, but a thing to note is that if you summon an ephemeral Matron and Cithria on turn 7, they strike with 22 total power and die, which would instantly level Viego.

Crawling Viperwyrm: These SI Dragon cards are made for this deck. They kill your own units and grow bigger, which is great for both Viego and receiving buffs from Cithria.

Cursed Keeper: SI staple card, excellent target for our kill spells.

Glimpse Beyond: SI staple card, excellent draw spell.

Mask Mother: Also great with Viego. It contributes to his level-up, and then adds to it again when it itself dies. We also play Darkwater Scourge, so that combo is nice.

Single Combat: Demacia staple card, great at killing our own units and enemy units at once.

Camavoran Soldier: Buffs Viego, provides a kill target, and is a solid board presence.

Darkwater Scourge: Great target for Mask Mother, Single Combat, and being re-summoned by Kalista and getting doubled by Cithria.

Kalista: Excellent synergy with Scourge and Cithria, also just an excellent Midrange threat.

Mobilize: Cheats out Viego and Matron earlier.

Camavoran Dragon: A kill effect is nice, it's an excellent midrange threat, and even sustains us a little bit in combat and when it etbs.

Radiant Guardian: Great way to stay alive against aggro and is an excellent unit to double stats with Cithria.

Viego: Viego compliments this deck well by providing Ephemerals every turn to kill with spells, and winning the game quickly when he levels up.

Spectral Matron/Cithria, Lady of Clouds: The whole reason to play the deck.
