The idea is that you're trying to level-up zoe as fast as possible, which will win you the game... maybe. Not sure how you build a zoe deck to be honest. Seems like you would want to protect zoe until she levels up and flood the board with different, cheap units. Combining Viktor with Zoe seems a bit too greedy, but maybe you're not supposed to try and level-up zoe and she's meant to be a cheap invoke generator with an optional win condition.
Some other options are Ionia with Lulu, and Frejlord with Poros.
