To use this wild card, find a core set card that you want to craft. The card must match the color and rarity of this card. Zoom in on the card. At the bottom of the crafting panel, you should see the 'make' button lit up under the Wild Cards section. Clicking that button will consume this wild card and craft the card you have selected. This card can be used to make any common blue card from the core set.
