Nice a good reward for support characters, maybe a Shen deck with Targon? since Iona already has multiple support cards, and i think Taric may be a support champion.
10 Mana is way too high for this to be viable unless there are support cards that reliably can trigger multiple times. The 10 Mana 6/6 Quick Attack that costs 1 less for each spell you've played was awful, and I'd argue most decks cast more spells than they play support units and spells that target allies. That being said, if Targon has good support cards for this (like Sonic wave or an elusive support unit) and attack buffs to benefit from the Overwhelm keyword, this might see play.
Getting it down to 0 might be hard yeah but still if it is a 4 mana 6-6 overwhelm is also pretty good.
Like you said playing only one card like sonic wave means there is already 2 cost removed from the unit.
Maybe be able to support 2 characters and 1 or 2 other spells that targets a friendly character and you already got a decent cost minion with good stats.
Sucks to get it early though yeah really something you want to draw around turn 6/7 i think for it to be good.
Seems good with starlit seer and the 3 copies of elixer of iron and fury of the north those decks already want to be running.
Comparing this to Plaza Guardian is understandable, but you have to remember that Overwhelm is about a million times better than Quick Attack in the endgame, when you're more often trying to deal lethal, not just fight for the board.
Anyway, there are plenty of decks already in existence that would have this costing less than 5 in short order. Targon doesn't need to bring more to the table in order to make this good, but I'm sure it will anyway.
Noxus might be the way to go as a combination. Transfusion and brother's bond should both count twice, plus draven and Kato.
Seems to be really good - if you include some support cards (and spells that target you minions) you will easily reduce it cost by 4 or more.

I was thinking that comparison too, but I was thinking even with the overwhelm this--like Plaza Guardian--is more-so meme material than competitive.
Specifically, I envisioned a Targon + P&Z deck featuring:
...with an goal of creating a bunch of cheap Arbiters, then attacking en-masse.
Yes exactly this, this card is just stats and it gets cheap enough to be played too late into the game, it's part of the soraka package so maybe soraka supports the whole board on level up or something, and then this card makes sense
Overwhelm is not "just stats." Overwhelm ends games.
Gems make it extremely easy to reduce the cost, so no, it will not be too late in the game. You don't go by what "most decks" do; you go by what you can do with the deck built specifically for this.
Yeah I posted it before Taric.. But also you are right overwhelm is different than quick attack.
