She seems to have more potential than the unnameable one, though. It's going to be interesting to figure out all the possibilities. That level 2 ability is pretty strong as well.

Why is it on Lifeblade Lifesteal comes first then Elusive but on Sparkle, it's Elusive then Lifesteal? I mean it has nothing to do with the comparison you made but it's bugging me.
Now this is ... REALLY lame and not because the zoe archetype is too powerful but because Zoe is sooo obviously meant to be the partner champion for viktor that you don't even have to think about alternatives at this point. Sure it takes like 2 days to find a decent build but afterwards its viktor zoe will be just one of many boring decks that i will certainly not play...
I honestly just think you are being lazy signing her off as a one note character. Sure, piltover and zaun might be a common combination, but even than there are so many draw cards in p&z and heimerdinger exists. You could do bildgewater draw, as they have many draw cards as well. You could do mono Targon invoke, as they have many keywords in Targon, and invoke already synergies with her. She isn’t one note, she has lots of potential
Maybe Zoe is not a one note character but Viktor just became one since targon with it's invokes and gems was already really good for Viktor but now they left no doubt what Region is to choose if you want to play the best version of Viktor... Lame i call something like that not more, not less
I too think that targon + PnZ will be the best combination for Viktor, but i'm pretty sure running Vi in that deck it's way better than running Zoe
I think that Viktor will actually be playable in a lot of decks. The way I see it, created cards is is really broad category, similar to casting spells. Right now, 7 champions have direct spell synergy (Fizz, Ezreal, Taric, Lee Sin, Heimerdinger, Karma, and Lux). It's true that usually only a few of these combinations are viable at a time, but depending on which regions have the best cards, the best spell deck can change (such as Karma Lux becoming meta when prenerf Badgerbear and Grizzled Ranger were released). I could definitely see something like Heimerdinger Viktor with a non-Targon region becoming the best Viktor deck if there's another powerful region that synergizes with Heimerdinger better. Also, I think that if you're trying to Turbo-level Viktor, the best other champion is likely Heimerdinger, not Zoe (although the deck would likely want to be in Targon anyway). Personally, I think that there is also a lot of room for experimentation in the Targon/Viktor deck, because there are so many cards that create cards and it's unclear which ones are the best. Compared to Soraka/TK, which has access to only a few self-damage cards and healing cards, I think that the archetype is much broader. Also, I'm almost certain that Riven will create "Blade Fragments" in hand, so I think that Viktor/Riven could also be a good combination.
Yeah, I do have to agree that Viktor is very limited. Its too bad, he seemed like such an interesting concept
As far as cheap Champions go, these cards are typically going to be flexible. Like Teemo or Elise for example. The fact that this card does have Elusive means that it could also make an Elusive archetype going towards Targon with the same idea they did with Teemo and Kinkou Wayfinder. I think it's a bit early to judge her power but I'm more inclined to believe she's a meme more than good.
Zoe seems nuts! I say this with every champ revealed, but this time I mean it: I wanna try this with Sea Monsters!
