I too was surprised. Although honestly: I am more surprised at the underwhelming Frejlord buffs buff. The region has been persistently dead last place in tournaments, ladder, and 3rd party meta reports, yet the only change is giving Tavernkeeper vanilla stats. The region is still weak on 1-3 drops and has very few catchup mechanics.

The craziest thing to me regarding the Kindly Tavernkeeper buff was the description - "Healing is part of Freljord’s regional identity, but hasn’t been as available to non-ramp decks as we’d like." Freljord has two healing cards, and until now they've both been trash. If they want to make it a meaningful part of the identity of the Freljord, they need a much bigger change.
I'm glad to see that the Klepto cards and Unyielding Spirit are all on the watchlist, and I appreciate that their explanations of the cards clearly highlight the very real problems they have - if they're not going to fix it right now, at least I can feel a bit vindicated that they understand what's wrong. But then again, Elise was on the watchlist and nothing happened to change her - she just fell off the list with no particular explanation as to why.
Honestly, I think the balance team is making it up as they go. At this point, they've nerfed and buffed the same cards over a period of several patches (thinking of Hecarim and Brood Awakening as two good "flip flopping" examples). It feels less like they're trying to balance the game and more like they're just trying to shuffle the meta game.
(Side note, you could argue that "Regeneration" is a form of healing, and that Freljord is the only region a) with two Regen units and b) with a non-champion that has Regen. That's a fine interpretation of the region's healing identity, but it's not expressed enough in the cards to make it a meaningful identity.)
I think you're misreading the patch notes - they didn't say it doesn't need to be changed, they said changing it is hard and they're still testing:
"This card offers some unique challenges in adjusting, as a quick numbers change is more likely to just push the card out of playability rather than addressing any core issues, so for now we’re watchlisting it while considering adjustments."
Despite all the hate towards Unyielding Spirit, i am relieved Riot understands the card NEEDS to be at Burst Speed to be playable without an effect change.

I guess they made decision based on statistics - no immediate change probably means that [Hearthstone Card (Unyielding Spirit) Not Found], despite annoying mechanics, doesn't have so huge win ratio. Althought it may be frustrating to play against it, probably it's comboes are not so consistent. If that's true, a simple nerf would kill a card, thus Riot decided to analyze it deeper.
They said it needs to be changed, they are just not sure how, yet.
Personally, I agree that it needs a change for Ranked play. However, no one has really been talking about the card's impact on limited play.
I was thrilled to see it removed from the Crimson Guard bucket for Expeditions in Patch 1.2. A card like Unyielding Spirit can ruin a draft, with little, to absolutely no way to deal with it. I know, because I got hammered with a buffed Deadbloom Wanderer the other day. My opponent was over there gaining 6 Health each round and I was unable to do a single thing about it.
Getting it out of Expeditions is a pretty big deal, IMO.

Lets hypothetically assume you are the one who runs the company.
A relative new card that never saw competitve play suddenly gets all the heat.
Case number 1: You believe the card is fine and want to playtest it for a bit longer... just to make sure people are not overeacting like they did versus Deep decks. What kind of public statement would you release in that situation?
A- Git Gud. (utilizing meaningful polite speech)
B- Do nothing until the situation calms down a bit and reevaluate. Release a statement its in your to-do-list.
C- Other. *reply your answer*
Case number 2: The card released has proven toxic for many players and also not interactive. You know it needs to be fixed ASAP, but not exactly how to implement it yet. As a company leader, your options are:
A- Nerf the card to ease the situation untill a better solution is found.
B- Do nothing. Release a statement its in your to-do-list.
C- Remove temporarily the card from the game untill a solution is found and refund players.
Now, i want you guys to be as honest and imparcial as you can.
From the options available:
1- Where do you think the card stands(case 1 or 2) and what would you do in that situation?
2- From a company perspective, where do you believe the statement that was given is MORE LIKELY to fit in?

I assure you RIot knows what they are doing the last patch showed how closely they listen to the community, most changes were also those the community identified as problematic.
unyielding spirit is not such a strong card but it's unfun, cuase it's either nothing or just wins you the game as soon as played, and invalidates some strategies
