Its weird how only rogue, mage and perhaps warlock, always seem to get these 'meme' cards as legendaries, when there are archetypes that currently require help. We had maestra the last time, and now this. Because a case can be made to print legendary support for deathrattle, shuffle, or maybe even pirate rogue but instead that one slot is taken over by a card which is specifically designed not to be competitive. I get that cards like these are meant solely for fun, but enjoyment can be gained from executing a niche, but competitively viable, gameplan as well.
I was pondering the 3 classes you identified as getting meme legendaries, and it occurred to me that rogue and mage especially are cockroach classes. Specific archetypes of theirs might not come to fruition, but they pretty much always have a presence in the meta no matter how much silly stuff they are given. Plus, between burgle rogue and casino mage they both have long-standing meme archetypes that are guaranteed to find an audience no matter how weak they are, meaning the meme cards are never truly wasted.
In the end though, I wouldn't get too caught up on the legendary slot when it isn't a quest or hero card, since any support taking that spot would be even more useful as a common, rare or epic.
A pack has 5 slots, Only 1 is a guaranteed merc. The other 4 do not follow the duplicate protection.
So chances are you high-rolled a Geddon skin in one of your 4 non-guaranteed slots. This also happened to me on when I got a Gruul skin when I was still missing epics.

There's no official explanation about this. But from my experience, and from discussions the gist is that each pack slot has a chance to roll a merc, coin, or portrait. One slot will have higher chance to roll mercs more often.
If you have all the mercs of a given rarity, it'll roll either a portrait or coins. So had you not crafted geddon, chances are good you'll have gotten it from this pack :P
Fun meme but absolute trash. Might be worth considering for some Deck of Lunacy type shenanigans if it said the minions got replaced by minions of the same cost, but in its current form it's just way too random.
Your point lines up pretty well with the devs' shifting design philosophies swinging too far one way then the opposite. A couple of years ago they had catered a bit too much for the type of player who likes this stuff, while recently they have barely catered to those players at all. Hopefully they can strike a better balance going forwards because it's very easy to get bored and/or disillusioned with the game when several sets pass with nothing you're really interested in.

I'm missing a couple of epics and legendaries, but when I opened a pack recently and saw the purple glow I got an alternative portrait for Geddon instead of a new epic. I now that they messed up with the duplicate protection for pre-orders and didn't account for the diamond portraits, but since my crafted Geddon is the base version this shouldn't happen? Or have I missed something?

I really like how every hero so far does a million things on the Battlecry... except Bru'kan of the Elements. Every Hero Power is decribing a card worth between 2 and 3 mana and the Battlecry is, therefore worth 5-6 mana (maybe 1 more for the flexibility). Bru'kan looks the most balanced Hero of all so far. In fact, al three Hero cards for Shaman look very balanced yet flavorful in their own ways, which is good.
Bru'kan does millions things on the battlecry.
You can aoe the enemy minions, heal your board, deal damage to the enemy Hero, summon taunt minions... The flexibility of that card is really good.
Oh yes, he does, but not to the extent the other heroes do. Like I said, Bru'kan is the most balanced hero. Everything he does, he does well, but every other hero revealed so far (aside from Guff) does what Bru'kan does either better or cheaper.
When I say Bru'kan doesn't do a million things, it's not a criticism towards Bru'kan, it's a criticism towards every other hero revealed so far. Bru'kan is the good guy here.

I think its worth mentioning why reddit think this deck is bad now, and it wasn't the nerf to azir or inspiring commander or whatever that card is called.
- it was the introduction of pokey stick, a common play used to be to bounce and replay your elusive into a big dmg turn, it might of cost one more mana but you had tempo and traded even on cards. Now the play trades negative.on cards.
- bounce spamming your own units is no longer a valid way to play this deck outside of the rally effect where you push dmg, now if you want you could play nopify but that doesn't help you dodge thermos and shock blasts or landmark avalanches etc.
- so once again push the deck into the midrange and you'll have a better time basically run it like Mogwai was running MF Azir, because again if you dont want to take meme-competitive decks from me take then from him.

The way I read the text here, Cera'thine Fleetrunner swaps minions for totally random class minions (e.g. a 1 mana 1/1 could turn into a huge minion with a reduced cost), whereas Deck of Lunacy's transformation is anchored in the cost of the spells. If my reading is correct, then while this isn't particularly impressive in Standard, all you'd need is a few cards like Bloodsail Flybooter to turn a hand full of generated garbage into a hand of....well, probably still generated garbage, but it would be much better garbage with a huge discount.
It's not a great card, but there have been cards like it (e.g. Elise Starseeker/Golden Monkey or Arch-Villain Rafaam) that see play in control archetypes and similarly swap your hand deck for some (potentially) game-winning value when a match-up calls for it. The fact that you're only swapping minions is actually probably a boon because you get to keep card draw and burst damage. So, you're probably not building a deck around her, but I wouldn't count Cera'thine Fleetrunner out.

I was pondering the 3 classes you identified as getting meme legendaries, and it occurred to me that rogue and mage especially are cockroach classes.
