The Kargal deck looks like a huge meme, so this is probably a terrible card. In a token/aggro deck where you want this kind of buff, this card is a non-starter. It's a "4 mana do nothing" card that comes packaged with the hopes that your opponent will spend their mana buffing your guys. Maybe it's an okay tech card to resist AOE (kind of like Never Surrender!), but 4 mana is a lot to spend for that kind of insurance.
Oh no, you drop this and summon ~2 (on average?) 5/5s that don't do anything for one turn! Also, the Watch Towers you have to play can't attack, so the funniest (for your opponent) situation would be keeping 4 of your Watch Towers alive so Kargal can't even summon his full value of 4 Lookouts. And the dude is a 7 Mana 5/5 himself! Nah, pass.
Okay, now seeing the full picture with that one and the 2 posts revealed, but it seems like a big commitment to have all of those in your decks, plus have at least 2-3 played to get somewhat of value out of that Battlecry ; my head says too slow, but my heart wants to make it work!

Rokara herself is rarely going to trade into anything and survive, and the effect doesn't make up for the body. The single +1/+1 buffs don't stack up fast enough and don't help with trades as the minions are buffed AFTER the attack and have to survive. Comparatively, Guff Runetotem's effect stacks up much faster in a given turn and is easier to achieve.
Granting them taunt effectively gets around the "Can't attack" issue, and once the Watch Posts have taunt, your opponent will have to interact with them, which will help get value out of the effects. But the big payoff for investing so much into those Watch Posts is a slightly worse Chef Nomi, so that's probably way too much work for the payoff.
Hah, I think this is the first 1-star card to be revealed. +1/+1 doesn't matter against a Lightning Storm, and for those decks like Rogue which Ogremancer is great against, having the board to make this useful is either useless or means that you're already winning.
Of course, there may and almost certainly will be more of these in FitB if Blizz wants to push this archetype.
One interesting note is that among these are an Elemental, a Murloc, a Beast and a Mech (and one which summons a Demon). So Death Speaker Blackthorn could potentially set you up for a high-value N'Zoth, God of the Deep on a subsequent turn.

Buffing up the Health of your damaged minions (self-damaged, most likely, to trigger Frenzy effects at advantageous times) while still keeping them damaged is nice, but this doesn't seem strong enough for a Legendary.
Clearly the watchtowers are not good enough on their own, so you need something like this to justify putting them in your deck. All combined, plus some other synergies we haven't thought of yet, there could be some real potential here.

I don't see why people are saying Watch posts are bad. They supplement a gameplan that revolves around constraining your opponent's options, because every time they do something, you get a benefit. To me, they're like less impactful secrets that your opponent can see. Ogremancer became the unsung hero of the meta in DMF, so I believe that people are underestimating cards that give you things when your opponent does things.
The Mor'shan Watch Post on its own seems very powerful. A lot of efficient spell removal will rotate, and it's just crushing against an aggro deck for coming out so early. Your opponent is either forced to commit damage to remove the Watch Post (thus killing off their board, or at least weakening it and making it susceptible to removal) or let it sit and allow you to stabilise through the tokens it generates.
Besides, we haven't yet seen all the cards. It's certain there are many more watch posts, and potentially more watch post synergy cards that are yet to be revealed. We may see a "Give all your watch posts Taunt" or "Your watch posts can attack this turn" card.
What I'm trying to get at is watch posts are not amazing, but I think it's incorrect to call them outright "bad". I believe, just like with all of the new mechanics that Blizzard introduces, it should be given a chance before making a preemptive decision.
The legendary is pretty bad though. Why not just play a corrupted Carnival Clown?
Its going to be honestly one of priest best card for some time. With a simply card like flash heal this card does 5 damage to all ENEMY minions. So if you have board, all it takes is 2 cards and 5 mana to immediately swing.
It does help that most of the removals from priest are gone, so this one stands unopposed, in standard anyway.
