Yes, and this has better stats than Saronite Chain Gang, which was a playable card even after the nerf. Since it's a spell it can be run in decks built around Commencement or Duel!.
I’m not clear on what “affected minion” means. Does the minion have to actually get some damage healed, or can it just be targted? eg If I have this on the board and use my hero power on an undamaged 1/1, does it become a 1/3?
I love it, but at the same time I understand that not having a bit of an impact against aggro is really poor at that cost. Still, many of the prime cards deal well with Aggro boards.
It indeed fills a similar role, but Armor Vendor is probably better in most decks, since its battlecry is not lost if your hero is undamaged. For Warrior it combines very well with Shield Slam and some Wild Druid cards also have armor synergy. Maybe in Warlock you'd want Mistress instead, since it's easy to damage your hero and your opponent wouldn't benefit. You could play one of each in Highlander decks.
- Warrior: Seems decent for control warrior, and BIG Warrior. Actually this seems more like a BIG Warrior card because they love this spells effect in order to survive early game. Control Warrior might as well use it, because that's some good stats for the cost.
- Paladin: Pure Paladin? I dunno honestly. Most paladin decks actually WANT minions on board before turn 4, so i guess it's a "reload" at best? Still the minions have taunt to might see play against aggro decks?
WILD:
- Warrior: EVEN-costed, and a defensive card. So it's no good in wild. Wild Warrior decks are either ODD-Warrior, or Pirate Warrior.
- Paladin: Won't see play in Paladin, because this is EVEN-costed. ALSO even IF it was ODD-costed it wouldn't see play in ODD-paladin, because the effect would be too hard to trigger with the "summon 2 dudes" heropower.
Nice card, it's cheap so being overloaded in the same turn may not affect as much, also Shaman has a lot of spellpower tools, which can make this a 4 mana Flamestrike with just 1 spell damage buff, bananas.
This is exactly what I want to see. A low cost good statline card that helps control while being less useful to aggro. Time will tell if this backfires or not, but we all remember Zombie Chow....so I'm praying it doesn't.
Dane plays Trueaim Crescent in his Tonk deck instead of Animated Broomstick. I guess the advantage is that you can set it up in advance, so you can rush your Tonk into something one turn sooner. Not a budget card though.
Recurring Villain is a fun card, but I think it's just a bit too expensive for the amount of trouble you have to go through to make it work versus the pay-off that you get. At 4 mana I could see it get played in competitive decks (Libram Paladin, at the very least).

Barricade
Meh, decent but not great. May see more play after rotation.
New Paladin & Warrior Spell - Barricade
Agreed, may see play after rotation. Can be discovered off the new mage/rogue legendary though.

Top 7 Shaman Characters From World of Warcraft Who Should Become Hearthstone Cards
I am talking about class identity, not flavor
Armor Vendor
May be good in standard, but most likely very bad in wild. Zombie Chow effectively does the same thing but has a better statline. (for wild that is)

I like It, 5/5 card for control decks, especially CW.
New Mage & Rogue Minion - Keywarden Ivory
Good stats and effect even if you don't trigger the spellburst. Nice addition to any player who still plays highlander mage.
C'Thun OTK Priest!
I saw this deck the other day on ladder and it really impressed me but I let their cards stay alive so I could see what happens.
New Paladin & Warrior Spell - Barricade
Defensive support for Big archetype, not enought to be a thing, but maybe the next year.
Cyclone Mage!
Question: Why not have Grand Finale in your deck to start out with? It seems to play right into it.
