Is it heavy-handed? Perhaps, but you have to keep in mind it doesn't prevent your opponent from armoring up again on later turns, and playing a 5 mana 5/5 rarely accompanies a finishing blow.
More importantly: most tech cards never actually get played, and if they do, they are only played while there are a LOT of decks that they hit in the meta. More than that, tech cards don't really remove decks from the meta so much as put a limit on how much of the meta they can occupy. That threshold is also about the point where people start calling for nerfs. Why? Often because there is no effective tech option available.
In short tech cards can be viewed as preemptive nerfs that simply don't exist unless a deck actually needs nerfing. And that's great in my book.
There can in principle be some collateral damage (e.g. with Thekal in this case), but there are always decks that are weak in a given meta, so just live with it.
Unclear what bucket of cards it selects from. I think to work the best, it would select the wrong choices from cards that are in your opponents deck, but not their hand.
New Rogue Spell - Candle Breath
Very strong card, just not sure if rouges can run a dragon deck right now.
New Rogue Spell - Dragon's Hoard
Since class legendaries are, at minimum, medium powerful seems pretty great.
New Mage Minion - Dragoncaster
A better version of Inkmaster Solia that is both cheaper and doesn't require an highlander deck to be played.
This on turn 6 + Power of Creation seems pretty powerful.
New Neutral Minion - Camouflaged Dirigible
This actually seems really strong, aggro mech decks can find many ways to just finish you with this card.
New Rogue Spell - Seal Fate
I will still prefer my Backstabany day of the week, please.
New Rogue Minion - Stowaway
Could be extremely powerful with those Shade cards, that summon a minion copy when drawn.

I can see this being unhinged in Wild with a Sylvanus and Anub'arak deck.

Yowza, basically a 1 mana with so many combo initiators?!

Extremely strong card, and it comboes with the new Mage legendary.

A very power crept Sprint, looks like it will be very good.
New Rogue Minion - Waxadred
Seems like a really clunky implementation of what is basically a delayed Reborn effect.
New Shaman Minion - Nithogg
Very strong card if the eggs are able to hatch, but you need a clear board to play it because two 0/3 are easily dealt with.
New Rogue Minion - Flik Skyshiv
Oh, if only this card had been around when Jade Druid was so prevalent.....
New Neutral Minion - Shu'ma
Seems very annoying to kill, but is only a threat if your a class that can buff many minions.
New Priest Spell - Breath of the Infinite
What a great early game board clear. SO many good dragons this xpack, easy auto include to any priest deck I would think.
New Druid Minion - Goru the Mightree
Big body with a permanent effect, seems alright, not sure if +1/1 is enough to make treant decks good.
New Priest Spell - Time Rip
I think it will be time to remove my SWP and SWD from my decks!
New Priest Minion - Chronobreaker
The fact this is only damage to enemy minions seems quite strong. Duskbreaker was always tricky because of how it damaged your minions too.

Seems bad, but there a lot of high rolls you could get with this card.
