I would argue the 3 Attack on Belcher and 2 Health on the Slime is absolutely worth the 1 Mana. Plus deathrattle synergy.
The best one you could possibly get is Restless Mummy or Wasteland Assassin. So far, the new keyword looks like it's not going to be as underdeveloped as Echo from the Witchwood, but it's probably going to be as underwhelming as Overkill from Rastakhan's Rumble.

I think the worst one would be the 3 Mana Reborn minion, that makes the enemy cards cost 1 less. It's basically a dead card in your hand.

In the right Wild deck with Hallucination and Swashburglar, Pharaoh Cat may push Underbelly Fence to Totem Golem levels of broken. It may not be strong enough yet, but the more sets we get the closer we get to the (competitive) Burgle Rogue dream.
