I like the creative thinking. However if they can't become Frozen then Moorabi will have no effect (or at least, shouldn't have an effect. Who knows how Blizzard codes things).
Anyway, I think the card is a day-late and a dollar-short. Freeze Mage has come and gone for a long time now.
Makes me wonder how many Mechs we'll see next Year, because after The Boomsday Project rotates this card will likely fall off hard. As others have noted, it is at least a better Tinkertown Technician.
The card is another Neutral Epic meme; give it 2 stars and move on lel. You could temporarily shut down Corrupt the Waters, which I think is its intended purpose, but why dedicate a card in your deck just to temporarily annoy your opponent?
I already own Alleria but I would 100% buy Sylvanas too.

Not necessarily something I would run in my deck on purpose, but could be worth pulling from an outside source like Cobalt Spellkin.
A big Dragon body with Spell Damage +2, plus an Overload that might be beneficial in the right circumstances. Yeah, this is a powerful card.
I honestly would prefer to run the Supercollider, and not just because I pulled one Golden.
Not great, but you're running it anyway because you need to Invoke for one of the better Galakronds.
Invoke again for a true 4/2 weapon. Who needs Fiery War Axe?

Could be pack filler, could be a sleeper card against greedy hands. I'm inclined to believe it's the former.
Seems like a Battleground card, if anything. Might see some experimentation in Wild with The Curator, Zoobot, and Menagerie Magician.

Forces your opponent to answer it with a minion-trade or an AoE; not bad. Better in Arena, though, where relevant spells are even less prevalent.
Enchanted Raven but for everyone. Do they want it, though; that is the question. No tribal synergy can be majorly off-putting for some classes.
I very much agree. There's no reason to run the Kobold anymore, unless for some reason you need a weapon's Battlecry
It only takes one to make this an Arcane Intellect, and it's not like that card is useless. If Treant Druid works, this will be in it for sure.
Seems like a new staple for Token and/or Treant Druid; a card that fits more than one archetype well can't be that bad.
