The Lurk mechanic will depend almost entirely on the power level of the Lurker units. If there are enough strong Lurker units, then the mechanic will work. You just get some Lurkers on the board, set up a Lurker on top with predict, and get the train rolling.
But the ones revealed so far don't look so great. 1-cost x/1 Fearsome and 6-cost x/6 Overwhelm - they have to be better than that if this mechanic is going to be viable. The game already has a 6 cost 7/6 overwhelm ... that's 4 lurks just to break even with the Freljord version. Very unimpressed with that one particularly.

Edit: Silly me, I assumed Lurk applied to all creatures that have the Lurk keyword...I didn't notice the creature type until this reveal LUL
I guess it doesn't change how it works, just that IF THEY WANT TO they can make lurkers who don't have Lurk, or creatures with Lurk that aren't lurkers...
Still waiting for a creature with all creature types, just because FOR SCIENCE.
I’m not yet sold on Lurk - It could be strong now that Predict has some support, but it doesn’t feel amazing. However, it is a new thing that will be hard to visualize until I’ve tried it. (And remember, if a Lurker is on to of your deck, all Lurkers you attack with get an immediate buff. That makes it a little faster, but it’s still a significant build-around condition.)
I disagree about the value of Careful Preparation. You’re not just getting a mid-game mulligan - You get some control over what the replacement card will be. And you are guaranteed a second copy of the card next turn. This is great for anything that has synergy with itself, or that is so powerful you wish you could have a fourth copy in your deck. (Or any strategy that gives bonuses for Predictions or created cards.) I don’t think this card will be meta-defining, but I do expect it to find a place in some top decks.
I disagree: I find the "any card duplication" potentially powerful, imagine duplicating a Champion? That card has potential I believe.
It's also hard to judge the relative power level of new cards until the nerfs/buffs of previous cards have been revealed, but yeah Lurk seems a bit meh so far.
It's too expensive, 3 mana hand neutral play + predict (which is 0 mana by itself), seems weak to me, even with rejsai, the lurker deck seem to have better options in the signature spell of rek'sai.
You need to also remember that you are 1. Returning the card to the deck first and 2. It's 1 to 3 and not every card.

Lurk seem underpowered to me, +1/0 with prediction set up or just a zoo deck (run only lurk cards) doesn't seem to worth it.
The "mulligan a card for 3 mana" seems weak to me, predict as a card costs "0" as seen in this reveal so 3 mana for mulliganning a card.. MEH.
Can see it if you are running granets (from yugioh: cards you don't want to draw)
You're creating in hand a copy of the card you shuffle, so this could be more interesting than it initially seems.
