Scales well with spell power, maybe a bit clunky to use, but then again with Lightning bloom it could be a decent combo to pre-activate the overload and guarantee a both parts of the spell. Mini-Earthquake, we'll see how good it actually is.

A conditional Immolation Aura... awesome.
Really though, much like Immolation Aura this card being good or bad will depend on the meta. Lots of small token decks, or decks with small minions?! Could be great! With how many Darkglare Locks I've been seeing lately maybe something like this could see play.

Early anti-aggro tools will always be playable somewhere. I think this will see play in some kind of mid-range shaman deck. Maybe spell power rises up?
Unfortunately, common sense isn't as common as it should be.
Pretty decent early game board clear that scales well with spell damage.

I'd say this is more like a conditional double Arcane Explosion. That's because Immolation Aura hits your own board, while this doesn't.
Nice card, it's cheap so being overloaded in the same turn may not affect as much, also Shaman has a lot of spellpower tools, which can make this a 4 mana Flamestrike with just 1 spell damage buff, bananas.
Really awesome with spell damage.

A conditional double Arcane Explosion, so that seems... decent? Actually if your overloaded this basicly becomes a better Maelstrom Portal in terms of damage, but without the minion summoning. Often you probably don't want to be overloaded unless you want to be, so that can be tricky, unfortunatly there "isn't" a great overload card in most shaman decks. Like seriously is there even an overload card that's so good in nearly every deck? Oh wait Lightning Bloom exists. Landslide seems like it has a lot of potential, maybe overload shaman might be a thing again in standard?
Standard: Overload Shaman, or Control Shaman probably wants this, but i dunno if those will be any better than evo shaman. (Evo shaman can still steal games despite the nerfs.)
Wild: This might see play in EVEN-Shaman, but it will have to fight Maelstrom Portal for the inclusion. There will be plenty of experimentation to see which of the 2 will be better. (My bet is on Maelstrom Portal because of the minion summoning.) It's actually unfortunate it's EVEN costed, because ODD-Shaman actually plays an overload/spell-damage package, and often has trouble staying on board. Landslide could have helped ODD-Shaman against aggro, and might have been a must-include in that deck if were it ODD-costed.
RNG is only fun as long as there is a 50/50 chance of getting something really good or trash level of bad. If RNG always results in something good, then it's not fun.
Good catch. I missed the "enemy minions" part. Actually makes this much better as it's literally Arcane Explosion like you said, but with a possible upside

Its an okay card, decently doing what it needs to. But it may not be good enough. 1 damage doesn't really kill much, and it costs 2 mana so that's perhaps a little too steep.
The overload factor is a good bonus, but then again it cripples your next turn to do so. It'll see play, but not happily.
Given the name the chose, I'd say it is a fair comparison too

This is ridiculous. Divine Shield destroyer... and then little guys killer for 2 mana... SOOOOOOOOOOOOOOOO good
The spell damage double-dip gives this card some pretty big upside when overloaded, but I'm unsure what decks this will see play in (besides the obvious hard-control archtypes). The card itself seems strong, but there might not be room for most shaman. That said, it might be the type of card you're delighted to discover (say, via Fireheart) situationally.
Spell damage shaman could definitely use this card. But maybe not right now...
