this will never happen. the entire point of these bundles is that they're only purchasable before the cards are actually released, BEFORE you can make an actual informed purchasing decision. that's why they also put in a bunch of exclusive limited time cosmetics in these prepurchase bundles - first it was card backs, then it was hero skins, and now they're putting limited time BG cosmetics in them as well. they're weaponizing FOMO to goad you into spending 80 dollars thrice a year on a game that takes less development resources than many 20 dollar games on the market.
They called it 'pre-purchase' bundle for a reason.
If they make an 'all year round' bundle, it probably will last all year.
Knowledge is Power
Most companies would rather that the payment enter in en masse rather than slowly trickling in. It has an impact in the financial statements as these things are made on a quarterly basis. The bonuses, or discounts if you will, provided in a preorder is to entice customers towards that goal. By having this available throughout the expansion, there would not be any reason then to offer discounts or bonuses.
Also, unless you're really gunning for the extra skins and cardbacks, you're almost always better off just waiting for the usual 20 bucks bundle because up until now they've always been 20 packs + 2 legendaries of the current expansion, which in my opinion is more bang for buck.
One thing I want to add is, I encourage everyone to not rely too much on buying bundles. Sure, if you have a lot of spare money, I can't really stop you from buying anything. But consider this.
The thing is, what you're buying can be considered loot boxes, or gambling (sort of). You can buy plenty full game with lower than $60. But you can never have full collection in Hearthstone with just that. There's always the need to keep buying the packs. That's just for one expansion. We have three per year.
The collection itself offers no return value. And will probably be forgotten in 2 years or more. So please be gentle with your wallet. And of course, not 100% of the cards will be useful in the game.

Or just be like me a free player from the start, just gold, and not spending any money. Just hoping to get some giveaway from social media everytime. All rotating cards is dusted to make way crafting cards for new expansion. I can just buy some game
My point is, any game should not be like Hearthstone-expensive to be enjoyed.
Knowledge is Power
I have quite a different view than the others. I can afford to pay 3 times a year 140 dollars for two bundles. I buy both preorder bundles and most of other bundles to support the game I love. Do not forget, F2P players can play the game because someone other paid for them.
The 20 pack + 2 legendary bundle is great value, but it is not enough, there are 25 legendaries in a set, not 3.
And of course, full collection allows to have more fun with some fringe cards.
My take: if you can afford it, buy the bundles. if you need to spend the money somewhere else, be F2P. I believe Hearthstone is more generous than before, increasing the rewards, duplicate protections and so on and so on. I remember the old expansions where you could open three same bad legendaries from your prepurchase bundle.

I agree with Alfi. If you have the money and like the game, it is unlikely you will regret the decision. I have pre-ordered nearly every set the past few years, and have regretted not preordering when I could.

Exaclty - i enjoy playing the game and can afford to buy the bundles so why should i not support a game i like
I also think a pre-purchase should stay as a pre-purchase and not be available all time around - sure they can bring back the skins to buy with either gold or real money but not the perks that come with the Pre-Order.

Complete agreement on this (I work in business myself). Blizz will never do this, their entrire sales model is geared towards limited time offers.

Yeah as the guy above you said they do it so you can't change your mind after seeing how stale the meta is.
The bundles are by far the best value for Hearthstone cards you will ever see in the shop. If you know you'll spend $50, $80, or $130 on Hearthstone in the next few months anyway, it's foolish to ignore the bundles. With the gold and dust from the previous Reward Track plus both pre-order bundles, I do expect to have a full set of Stormwind cards.
Refuse to buy them on principle if you must, but then YOU are the one making Hearthstone more expensive than it needs to be. I do hate random packs as a business model for digital card games, but it doesn't sound like they would ever think about changing that, so I'll take discounts where I can get them.
Also, not to be rude, but if you are a free player, I'm not sure I understand why you are participating in the discussion. Literally nothing in the cash shop has anything to do with you, and you have no frame of reference for what is a good deal on Hearthstone products. If anything, you should be encouraging other people to spend money on the game because that's the only way it's going to stay alive.
I'm really wondering wether I should last minute buy the cheaper bundle whilst I still can.
I feel like these quest cards will feature in many decks for some time and this is the only game i really play these days.Am I limiting myself by not purchasing the bundle when I can afford it.

If you do not want to pull the trigger with uncertainty, you can wait for the meta to take form and buy a battle-ready deck. If any of the quests end up meta, you can just buy it for a twenty. I believe you can only buy one though, so keep that in mind.

To be honest, the real question would be whether or not you can afford to wait rather than the price tag of the bundles themselves. As the meta shapes you'll be making a more informed choice with your money by delaying your purchase, and there's always the usual 20 bucks for 20 packs + 2 legendaries offer - the main problem being that this offer usually comes around 2 months after release.
Competitively speaking, only a handful of cards from each expansion ever sees inclusion into decks. Looking at the barrens meta, unless you're playing priest, you can easily just craft less than 5 legendaries from the set and be duking it out with the best in diamond 5, with maybe 2-3 different decks.
Not that Im actively discouraging people from spending their money in a game they love. If you love the game and you have money to spare, why not? Just be aware that the average legendary pops out after 20 packs. And that's the average. Pity timer is set at 40 packs.
