If those pirates did not have stealth this card would be unimpressive, borderline to useless.
But having stealth means it'll likely be dealing 6 damage the following turn. And if you dredge the sunken ship up then even if your opponent manages to remove those unstealthed 3/3s, he'll be facing another set of stealth pirates the following turn.
Nice synergy with Mr. Smite too, who seems to gain in power with every reveal we see so far down the line. Just dredge the sunken ship whenever you have smite in hand, and the next turn its guaranteed double fireball to face with no additional mana other than smite himself.
Of course, all this is nice and all, but it doesn't really solve the puzzle of how rogue is supposed to stay alive until you can do this, and even then the payoff may not be enough to be worth it. But the option is certainly there, should there be a pirate rogue deck next meta.

I don't see anything useful to do with that, view that devs don't want Priest to be a face deck with cheap spells (Shadow Priest have been ostracized many times last year, and I don't think this time will be different) and miracle Priest has Lost the main engine Minions due to rotation (sethekk and azmani) as well as the main spell that helps it in the gameplan, palm reading. I don't think serpent wig is something reliable as an engine for that, it's too weak and crunchy: you need Minion to buff and lots of nagas to play, that don't seem that overpowered to justify a deck like this. What is the good point in spamming +1+1 buffs on minions each for 1 mana? And the point is that each copy you create in your hand need another naga ti be played for creating a new copy. Librams did it for 0, then created copies by simply trading and then giving an enormous value with liadrin. Priest seems to be even more unplayable then last year right now, view that it loses the only good cards he had last year, the ones from Phoenix year, and it gains nothing that could cover the losses or even propose something new and reliable.

No idea what deck would utilise this, but having to play 3 spells just for a 3 damage AOE in the late game is bad. Most of the time minions will be too high health and wouldn't you just play AOE spells to remove minions instead of playing this?

Because he's Plot Twist on a stick, I don't really see him being that integral, unless you're doing some super scammy stuff like Kazakusan into Finley to replace your hand with the treasures. Other than that, I don't really see Aggro decks playing him since he doesn't actually reload the hand.
Way too slow for Wild Pirates, but when Standard Pirate Warrior feels slow and clunky ever since the Questline nerf, this'll be a necessary inclusion to keep up in the next meta.

So if Miracle Priest with Bless is playable in Standard, this legendary will see play, and it'll be terrifying.
It will probably break wild too, but I see it as a high skill, high APM card similar to what APM mage was before the Sorc nerf
