I can't really imagine a deck in which you are willing to run this as a combo board clear when mage and shaman have access to so many great single card control tools already. The single sided nature of the board clear is less relevant when you can't use it to bypass taunt minions.
If you want to do something strong with this, shaman is probably to class to go for, especially with lightning bloom being printed. The problem is that any combo that generates a lot of spell damage in one turn could also win by just playing burn spells.
I give Ras 4-stars. Super-powerful card that might be close to an auto-include in most decks, but it doesn't define the meta itself. It's just a great, strong card on its own.
Groundskeeper is 5-stars. It's just so strong that it'll make playing slower Shaman/Druid decks possible. Without this tool, those archetypes might not be able to exist. Thus meta-defining.
I really like the design of almost all of these dual class cards so far. This one benefits mage a little more than Shaman right now. Mage has a couple more spell damage class cards in Standard than Shaman plus a lot more in wild. I think for Shaman to get the most out of this card, it would need a weapon with spell damage on it. Mage now has a 9 mana Flamestike with Kirin Tor Tricaster. I'm not sure what that is worth but it could be an interesting deck build
Slightly better Despicable Dreadlord. Despicable Dreadlord isn't a bad card, so I don't think this will be a bad card either.
Shamans will probably get more use out of it because of Wrath of Air Totem.
I am a little underwhelmed by this legendary, it isn't a bad card, but not a very impressive one. I will play this if I open it, but it isn't worth crafting.
Never before have we seen such a level of region balance in Legends of Runterra, which necessitates a new ranking system for my region tier list series, we will now be using a simple tier 1 to 3 ranking. Once again ranking are based on two things, the first being the number of OP decks being played competitively, and number 2 is the variety of lists that can be played semi competitively.
Tier 1 - P and Z, Bilgewater
Bilgewater allegience is proving to be the control deck of choice now that healing isn't as useful with the absence of aggro.
There are a number of pinging effects that can be buffed with kegs, and riptide rex is a board clear on a body
Yoink is still great on merchant and grifter offering insane card advantage
As for P and Z, Ezreal is an easy wincon for control decks, and Jinx has been buffed through her followers to be an aggro alternative
Vi and Heimer are still fine, even if they don't have a home at the moment.

I got really excited when they revealed Da Undatakah, I thought the card would be pretty good. I never opened it, and after a while I realized that it was super bad and so I never crafted it. This card does the same thing as the Undatakah, but it costs half as much. Even if this guy never becomes part of a big meta deck, I will still have a lot of fun with him.
Super dig this card. I always loved Rez Priest in theory as a way to get mega value out of deathrattle effects, but was turned off after it turned towards degenerate big-style gameplay. Vectus spreads some of that sweet deathrattle-rez to non-priest classes and literally cannot be abused with rez Priest cards since it creates three really bad bodies to rez. Looking forward to tinkering with deathrattle-rez in other classes.
Scry is so strong that this could be very good, particularly for decks with no other weapon. One thing that might reduce its value is if other weapon decks are popular, which increases the chances of running into weapon removal. Of course, if this weapon becomes popular enough it might increase the popularity of weapon-removal techs.
Maybe good in Egg decks. The problem is that played on curve you only get the deathrattles of cheap minions, which aside from eggs are pretty meh. So you are left with playing it late after your good deathrattles have died, which means it sits in your hand as a dead card for a long time. In arena this is actually fine: 6/6 for 5 is solid in arena, even if vulnerable to Swipe.
Ok, imagine this being used against Tempo Rogue - you rush this minion against the opponent's X/X Edwin VanCleef or Questing Adventurer, it will survive the hit and will become a nuisance for the opponent. I can also see it being used against some weak taunts - Overconfident Orc, but other than that I don't like how the card gets stopped by taunt. Maybe that's the needed downside to keep it balanced, but personally I wouldn't run it in every meta. Also, let's not forget, that in some cases you will sacrifice this minion for the silence effect, which would be similar to a "3 mana spell, that silences a minion and deals two damage to it", making this a worse Earth Shock in that specific scenario.
So, I don't think it's that crazy overpowered. It's just situationally good.
New Mage & Shaman Minion - Ras Frostwhisper

Would have been a great opportunity to try freeze shaman again. Poor Moorabi he is still trash....
Though I love the design they went with

Huh. I thought that a Shaman/Mage Legendary would do someting with Freeze, but I'm not gonna complain about constant AoE.
And that Taunt is pretty strong! It's a better Rotten Applebaum.
New Mage & Shaman Minion - Ras Frostwhisper
Slightly better Despicable Dreadlord. Despicable Dreadlord isn't a bad card, so I don't think this will be a bad card either.

Yeti + senjin
New Druid & Shaman Minion - Groundskeeper
A pretty nice card, heals for 1 more than apfelbaum and costs 1 less.
Not sure where this goes, but the card is well-costed enough that it can probably go into a good number of slower druid/shaman decks.
New Region Tier List - Patch 1.6
Never before have we seen such a level of region balance in Legends of Runterra, which necessitates a new ranking system for my region tier list series, we will now be using a simple tier 1 to 3 ranking. As for P and Z, Ezreal is an easy wincon for control decks, and Jinx has been buffed through her followers to be an aggro alternative
Vi and Heimer are still fine, even if they don't have a home at the moment.
Tier 2 - Noxious, Demacia, Freijord, Ionia, Shadow
The big changes here is that the Noxious nerfs have had the region rely more on it's midrange identity, which is very healthy
Freijord champs have been tweaked so they aren't the best in the game anymore
Demacia has room to be the best aggro region again, with Lux being there for control decks
Ionia is just doing it's thing, Zed is fine, Karma is fine and they serve their aggro and control lists effectively
Shadow is still doing it's thing in Deep and They who Endure
Tier 3 - Nothing
If we see a few tweaks to bilgewater allegience and Ezreal and riptide rex - I honestly believe that the game will be essentially balanced
At least till the new set releases
Take it easy everyone
Two New Scholomance Academy Cards Revealed - Ras Frostwhisper & Groundskeeper
Ras Frostwhisper is like Despicable Dreadlord on Crack! A lot of aggro deck can get shut down by this card alone. Very strong dual class legendary

Yes, unless warlocks get a healing 1 mana spell.
I think that this combo makes more sense in wild with brann, where you only need one darkglare and half as many spells, though.
Vectus is a New Legendary Card Revealed for Hearthstone's Scholomance Academy Expansion
I would try this in Rogue with my Al'ar and wax dragon!
That would help turn 3 bad legendaries into one fun deck at least...

Really really weak, maybe you'll be lucky to complete daily quest with it, but nothing more

ooooh, now it makes more sense.
Would require you to be at a certain Health level though, correct?

I did the math and it checks out, 30 damage precisely, as long as Soulfire doesn't discard the other Soulfire.
The real problem is that it's a 15 card combo (14+1 for Soulfire discard).
