I think it would be relatively easy to code a condition over refund, on the first two cards you disenchant (+ two goldens): anything else refunds non-nerf value.
Any permanent Attack upgrade to your hero active during your opponent's turn is an automatically irredeemably unacceptable no matter how you design it. It's pretty much an unwritten rule of custom Hearthstone. If for some reason, you really want Attack added to your hero active on your opponent's turn, it needs to temporary in some form.
The basic Hero Power seems way too complicated anyway, and I'd highly suggest a complete overhaul of it.
Very good card, and because it makes an minion go dormant, she can basicly "remove" DEATHRATTLES without triggering them! Maiev Shadowsong is useful on turn 4 because of her stats and later in the game she can temporarily remove things like Convincing Infiltrator and Winged Guardian. Very solid card that MIGHT see play in nearly every deck. If rogue isn't going to be a top tier class this expansion, (super low chance) at least Maiev Shadowsong will make it feel like rogue has a presence.
Also i certainly HOPE that rogue get's a hero skin. Maiev is the only rogue alt and it is a free hero skin for those who played during the year of the mammoth... which is like 2 years ago... Yeh rogue got a 1k wins skin, but that's not considered an alt.

Crafting "extra" goldens and then disenchanting them will lead to an effective ±0, but if they do give you dust for 2 regular and 2 golden then it could give you some serious profit. But I do think you need to own the regular copies, or at least not crafting the regulars, for this to be worth it.

*FUN FACT: For the Priest cards, the blog actually says "Players who own the Classic cards below will be granted the full dust refund for each." I personally doubt that they mean that (especially since the same paragraph seems to refer to the dust cost of Basic cards), but won't be disenchanting extra copies of the said cards just in case.

The principle is the following: Assuming you own all Rares and Commons of a set and one of them gets nerfed you can then:
1) disenchant all copies of it for their full dust value
2) buy packs from that expansion
3) open them until you have 2 copies of said card again
4) rinse and repeat
If we assume, for instance that 3 cards got nerfed, being 1 Rare and 2 Commons you can technically convert 100g into 300 Dust and essentially buy yourself great value entirely for gold (it would take 6 packs to craft a legendary for instance).
Now I assume that Blizzard is aware of this exploit and will take measures to prevent it. The question is: How exactly?
The most efficient way would be to cap the amount of refunds you can get on a card to only the playable copies so you can't actually DE them for full value more than twice. However, I don't know if that is actually possible in the current code of Hearthstone.
The other possibility would be to treat nerfs like HoF and grant players an automatic dust refund (without having to DE the cards) for all their playable copies. This seems like the most likely solution to me, as it's a familiar system and while it essentially makes players "lose" some dust compared to the previous system it could at least be justified by the duplicate protection rule making up for it.
In any case, I can't imagine they'll keep the system as is, because if they did they'd have to find other ways to incentivize buying packs and I don't believe we'd like that.
