I thought of Shadowreaper Anduin, but ultimately decided to not include him for two reasons:
Dragons are decently mid-high cost, so triggering the repeatable Hero Power would not happen as often as I would like for it to pay off
The card itself is rather high-cost, so it would limit the amount of other plays one could do in the same turn
I instead opted for two Shadowforms as their cost is lower, they can upgrade to three damage, and you can swap to it twice in one game! Makes for a much more versatile experience knowing you can Shadowform in a tight spot, hit Sir Finley and drop some Armor on Anduin, and still have the option to switch to Shadowform later in the game, when you're in a safer position.
That said, I'm sure the Shadowreaper would still be a decent addition! If you don't have two Shadowforms, swap one out with the hero card!
Wild is set to reach a breaking point soon (next 1-2 years probably) where there are so many cards it will be impossible to compete unless you've been playing since like 2015. I hope they find a good solution.

I used to be a huge fan of WoW, and if I could afford it, I would probably still play it, mainly for the storyline (maybe instead of HS too, which I initially took as a replacement to WoW).
But even if I could, I wouldn't try Classic now. I never really enjoyed it back then as much as I enjoyed it later, even just slightly later like in TBC or WOTLK.
But logic suggests that the rule applies until it is not possible: once you complete normal legendaries, there are still legendaries left in the pool (golden), so the rule can still apply.

There's this thing streamers do if they have all the legendaries in the set and a stack of unopened packs, which is dusting the legendary they want in golden so that any legendary they open will be guaranteed to be the one the dusted (since it's the only one missing). This way, if they happen to roll a golden legendary, it'll be one they want... though more often than not, they'll just be opening the same plain legendary over and over again
