In terms of you average rush minions, they usually lose about 1 stat point to gain the keyword, unless they have other features that synergise strongly with Rush such as Divine Shield, certain Deathrattle effects, or stats skewed heavily to attack. Therefore, a 4 mana 3/5 with rush is about what you would expect from a neutral rush minion; something Swift Messenger confirms. Paying an extra 1 mana to generate a random card that has somewhat likely synergy with a particular archetype is pretty in line with other cards like Hench-Clan Burglar or Bone Drake. Additionally, like an earlier poster said it matches up very well against the current premier 5-drop Zilliax.
Overall it seems a fairly decent card that will probably find a home in thief rogues, assuming that's a playable archetype, and possibly Spirit of the Shark rogue too.
There is a difference between what may need a nerf in Wild and what may need it in Standard: due to the limited card pool you have in Standard, some powerful interactions may result as problematic to deal with in the first place. In Wild this kind of scenario is much harder to achieve and probably the only things that requires some nerf are Tier 0 decks, because they show an insane win rate, and those decks who are warping the entire meta around them, because they're forcing everything else to be tuned by taking them in consideration.
A comparison between the two formats regarding what may need nerf is not a good one when speaking of the same cards: Genn Greymane and Baku the Mooneater were problematic on Standard because they granted a power spike that cannot be counterbalanced properly, but in Wild they're simply strong in certain archetype while not being so oppressive (they're very popular due to their fast and efficient win rate/play style).
To be honest, the card didn't impress me at all at first glance: "bad statted and with a random effect" was my first thought".
Then I went to read some comments and realized that I was wrong. Compare this card to Hench-Clan Burglar: for 1 mana, you get 1 more stat and you trade the Discover effect for an immediate impact on the board (Rush). Seen from this point of view, this minion is actually decent, if not more.
Given these premises, I think Bazaar Mugger should make the cut in at least a couple of Rogue decks. The problem is that nowadays there's another 5 drop which is an auto include in every deck. We'll see.
I think a second copy of your ace card can be at times really strong, but there are currently not many targets in standard, Maybe High Priestess Jeklik can work i mean in the end you are getting 4 copies of her, we still have 8 other warlock cards this expansion maybe we get a high cost card that we REALLY want a 3rd or 2nd (if it's a legendary) copy of it, or it wants to be discarded for some benefit, discard lock lost it's ace card in standard in Doomguard so it would need a lot of support to be viable.
So this card actually goes past the vanilla test, now we have Zilliax show up a lot and normally Zilliax manages to deal with a minion and find targets so a 3 attack rush minion is actually decent, it can 2 for 1 small/medium minions plus giving you value latter, the card is decent I would say 4 star card, depends on how well thief rogue do which they normally don't do too well but a random minion from another class is better than spells that don't have synergy with your game plan, minions are generally better than spells to get randomly.
In wild, I didn't see odd rogue in a while but if you are going with odd rogue this card can be ok.. probably not.. 2 stars in wild it's just really not in a wild power level.
Arena 5 stars this card is in the top arena picks for sure.
Against which decks do you want a second/third Bloodreaver Gul'dan or N'Zoth, the Corruptor? Compare that to the number of decks against which you don't want to play a 2/1 beforehand and/or don't even have time to play a single 10 mana card.
And doesn't the same apply to Nerubian Unraveler? I would argue, that he is only useful against Miracle Mage, because Aluneth runs a lot of minions and in case they can't answer the nerubian with their board, they can sacrifice a single 6-mana Fireball to clear it. Big Priest needs to have one good minion to die, in order to spam resurrect spells and stop caring about that 6-drop. And he is a one-of in the cubelock list, so a big priest is more likely to cast Shadow Essence before the warlock gets to play the epic.
Now here are Expired Merchant's advantages - this can be combined with Defile, unlike the nerubian it doesn't ruin your gameplan and can enter the board as early as turn 2 (however I have to admit, that warlocks would prefer to spam their HP or play a Doomsayer over it, but the fact remains that the 2/1 is still more useful than the unraveler against minion-based decks). Multiplying N'Zoth, the Corruptor and/or Bloodreaver Gul'dan would be a game winning play against Big Priest, Jade Druid, Mecha'thun/Reno warlock (cuz' once you play one of those 10-drops, your board immediately gets answered). I am aware, that the examples aren't a lot, but if the meta slows down a bit some day, this strategy would have more good targets to prey upon. If you are playing this in cubelock, having a second chance in spamming chargers would always prove to be useful. And Renolock is the incarnation of value.
Not to mention, you don't always have to multiply the aforementioned 10-drops. You could generate a second copy of Lord Godfrey against aggro or Sylvanas Windrunner against big priest. You could multiply the big demons for Voidcaller or Skull of the Man'ari, so there could always be other uses for this 2/1. Lastly, I want to be clear that people would run a single copy of this minion at max, since having two would be an overkill.
not a good example but Militia Commander is 4 mana rush gives no cards, +2 attack in comparison. 2/5 if there are no minions on board. They are different packages for different decks so Bazaar Mugger will do its job in Thief Rogue.
Don't evaluate the cards for only existing decks.

I mean this specific departure could just be a coincidence but the amount of high profile people that have left in a short period of time probably isn't.
I value people's opinions and get the point you're trying to make, but comparing a neutral legendary with a class rare is comparing an apple with a fruitbasket. Rares impact the game on a totally different level than legendaries. Zilliax only made it this far because of the low-level healing we currently have, the big amount of agro and the amount of mechdecks played. For a curvecard, this new fella fits in and delivers extra value at the same time. I like it as a 3,5/4 star card. On a sidenote, great art!
Bazaar Mugger (1): Feels like a premium card. It's going to often be a 2 for 1 card, maybe more. 5hp means it's likely to survive a small kill. The random class minion is likely better quality then random all minion.
From a tempo perspective, it‘s still just a 5 mana 3/5. Not exactly what i would consider one of the best cards in the set.
The random minion (allthough surprisingly good) is probably underperforming without the needed synergy. So thats an other tempo loss here. We‘ll see if Vendetta and Tess are strong enough to justify this card.
The rush aspect is cool and may push a control-ish rogue style allthough 3 attack is often not enough on turn 5...
when you cast dire frenzy on King Krush and then [Hearthstone Card (Flark's Boom-Zooka) Not Found] then it will be 33 dmg :) so might as well kill the ful health Opponent as well
