Yes and you can DE it afterwards to even make profit. But crafting it in golden is only worth it when you don't have a normal one.

Pros already saw the HoF rotation, it's very unlikely that they are going to rework the classic set
unlikely, they always did the Year of the X announcement a few weeks before the expansion announcement. It would also be a information overload if they have a really big announcement for the year of the Phoenix.
The rumors say that there will be 6 (now 5) big new additions over the course of the next HS year, so I wouldn't write that theory of.
