***It turns out this wasn't a bug, but a change that slipped through! Details in the latest patch notes.***
Early last week it was pointed out by Reddit user, IYINGDI_WANGYI, that The Harrowing was only reviving allies since patch 0.9.2.
That is a pretty big change to how the card worked before and seems like a bug, especially considering the text didn't change to indicate this.
- RiotUmbrage (Andrew Yip, Design Director) acknowledged the problem and confirmed "we'll address it in 0.9.3".
We should see those changes active in the next small patch, which will be on 3/31/20.

Dot Esports just did a post yesterday saying Riot confirmed to them that the new functionality is intentional and that the "addressing" will be to reworded the card's text to match its adjusted functionality. No cited tweets or postings there so no 2nd party verification, but Dot Esports is generally reliable news.
Very disappointing if its true. Sure, the original Harrow effect is crazy powerful, but for 10 mana you're supposed to get something that's probably game-winning if you don't have an immediate answer/counter. Look at Brightsteel Formation, Minah Swiftfoot, and She Who Wanders for comparables. (Also arguably Warmother's CallingBADCARDNAME, which won't win you the game outright but once you get it out it will definitely put your opponent on a clock) And the worst part is: its still disgusting when combo'ed with Hecarim--it allows him to level up so long as you have 1 prior ephemeral attack, and you only need 2 Hecarim to guarantee a full attack--so all it really does is hamper creativity in using the card in different ways. Very disappointing.
OHHH so I wasn't misremembering how the card works. I was wondering why it summoned far less units than usual.
