Playing Arena and listening to Kibler on my browser. it's been well over 2 hours now and no pack. I'm certain I'm linked up- it says my exact name and region in the settings. Is it able to tell that I'm not watching it...?

No, if you have the volume on and even the browser minimized you will still count as a view. The only time it might not count is if you have the volume off.
check if u have your on the upper right corner with profile icon the slide put into "online". each time i open twitch its always offline so i need to activate the icon online so that i can get the drops from various streams or games
