Its a good card for both highlander dragon and just ordinary dragon druid.
But its not enough. Just having 2 additional dragons to pump up both Dragon Golem and Fye, is not good enough. There's also one other issue, and that's the fact that this is a choose one card and therefore actively makes it difficult to play Embrace of Nature, whose sole target throughout every druid expansion that's not specifically drum druid will be Nourish
Im already not optimistic about dragon druid's chances, so chances are good you wont see too much of this card outside of try harding.
This card is pretty nice. It reminds me of Capture Coldtooth Mine, where you get to choose high or low. Great concept, and will definitely help Dragon Druid be competitive.

I would think you're mostly playing this to discount Fye, the Setting Sun or to make Dragon Golem summon more copies, so I'm not sure when you would even choose the more then 5 option.
Very good card. If you double this with the "combine choose-one effects" cards you get 4 dragons which synergise well with Dragon Golem. But more importantly, both options are good.
5+ cost dragons can include Fye, the Setting Sun, Topior the Shrubbagazzor and Rheastrasza (even MOOREEE infinite value!).
below 5 cost can include amalgams for more discovers, Desert Nestmatron for free 3/5 taunts, Spinetail Drake for removal and Splish-Splash Whelp for ramp.
Overall a solid card!
RNG is only fun as long as there is a 50/50 chance of getting something really good or trash level of bad. If RNG always results in something good, then it's not fun.
