I was playing The Dalaran Heist when I ran across this boss with the picture that states [PlaceHolder]. Its kind of cool to see another version of Nozari. I wonder who is the artist? Well, I guess your artwork is no longer a Placeholder but is the real deal. It's live!
What do you guys think about this placeholder? Does anybody know the artist?

Yeah, iv seen a few ppl report this already. This is most likely something that was overlooked and broke with the recent patch. More things broke, so obviously they were super prepared haha :)
I dont think this image was intended at all and once enough ppl report it, they will probably fix it.
Btw fixed the picture for you. You need to use direct link to the picture (ends with .jpg, .png, .bmp etc)
