Wow, a deck without Zephrys the Great in the current meta! ;)
Well, this deck is all about the cards Anka, the Buried and Octosari. I wanted to build a quest rogue deck that can resolve the 2 problems usually quest rogue decks have: healing and card draw. So the idea is to reduce the cost of at least 1 Deranged Doctor and Octosari to 1 and maybe even have a Shadow of Death at hand to copy 3 more Deranged Doctor for free (when drawn) in your deck. This strategy will solve both problems - but you guessed right, will not work every game. Nevertheless, the strategy and the deck do have a very good winrate, and like most unrecognized off-meta deck from me, I tested this deck on all realms and the results still stay the same:
 
Best results are on Asia with 57% winrate followed by NA with 55% winrate. At the home of all aggro players - the EU realms - this deck only has a 53% winrate.

The full combo of this deck usually is played mid or late game (Anka, the Buried + Deranged Doctor + Shadow of Death is a 10 Mana play) and you want to to get the quest done in the early game. This is why there are so many cards that deliver created cards to achieve this goal: Pharaoh Cat (works not all the time, but you can use Shadowstep to speed it up), Pilfer, Clever Disguise, Blink Fox and Hench-Clan Burglar should be enough power to get your rogue quest done. Blade Flurry is your AOE and with Bloodmage Thalnos it can also be a full clear most of the time. Vendetta and Sap should help to keep board early game. If you face a lot of priests, then change at least 1 Blink Fox into a Mind Control Tech because the minions you take from Priests are usually much better than quest Shaman - the other most archetype I faced a lot, and against this archetype the Blink Fox will do a better job, which is why he is included in the decklist prior Mind Control Tech.

Academic Espionage and Tess Greymane are the cards for long control matchups. You want to delay them as long as possible, because you first want to play your Dr. Anka Octo combo. If you have at least Anka Octo in hand you can risk to play 1 Academic Espionage or if your starting hand is so bad just play one on turn 4. Be ware to play Octosari against classes that have polymorph effects or most likely will play silence effects (sadly both is true with the very often quest Shaman opponent you will meet on ladder). The trick here is to have a Backstab or even Vendetta (or another cheap removal spell created by your burglar cards) to kill off your own Octosari and get the 8 cards right away. This results in a very crinchy balance effect: having enough ressources to fight until the late game where you want to play your combo and have enough free hand size to be able to draw 8 cards. The solution is: You have 2x Academic Espionage in the deck and the odds are very high that you already have one in hand or will draw one with the 8 cards or will not burn both if you overdraw. This means, if you need the tempo, take the risk to overdraw some cards, don't hesitate, DO IT! :)

Final words:

Quest rogue is a very tough deck to play in this meta. The insane amount of RNG you experience when you play this deck can be so much fun, but sometimes also a bit frustrating. So if you play this deck, keep that in mind. This is not a grinder deck and will not get you fast ranks. This is a deck where a lot of hard decisions are made and those are most of the time only possible if the RNG gods are with you. And although you might think the deck is way too inconsistent it still provides a positive winrate and is the most fun deck currently in this meta. Having said that, if you are a streamer, this is a perfect deck to entertain your viewership because you kill your opponents not with a game plan but with an insane amount of style points :)
