Rokara is a Fighter Mercenary. They were added in the 21.4.0 Mercenaries 1st Public patch which was released on Sept. 16, 2021.

Where Can I Earn Bounty Loot for Rokara?
Bounties, the primary PVE component of Mercenaries, allow you to earn loot for your Mercenaries.

She is possibly the best starting merc. She is absolutely key in orc comps, but she is more. Offensive Rally works very well with repeated attacks, like King Krush's Apex Predator or Garrosh's Mak'Gora.
In a vacuum, Rokara is slightly above average, but when you consider the synergies, especially the orc ones, you can see that she is actually top tier. Very strong for a rare.
When you have both Garrosh and Rokara benefiting from Orc synergy, things are going to get out of hand fast.
Rokara's ramp and damage are directly tied to the existence of Orcs in your team, so that narrows her usage considerably. Offensive Rally provides nothing but stats, which I believe is simply not worth it: you need some kind of utility or disruption, or at least a sheer output of damage to make up for a lacking ability, but this does not do that. Later on, the damage people can inflict will outpace the Health buff, even if the Attack buff will be nice for certain characters.
All-in-all, I think Rokara's lack of flexibility will make her obsolete after you start piecing together better Mercs.
I point out, that Saurfang + Samuro + Rokara is a decent combo. Gaining at least +10/+20 do to the double attack, this is very deadly
