he is not the most reliable way to win, but if you have nothing else, he is always there.

Strong decks from last meta are likely to be still strong now with little to no further investment.
Either Whizbang or Zayle is way to go.

Quest Pally is technically fairly cheap since the only expensive new cards are the Quest and Micro Mummy
