Not enough value to justify putting it in, plus dragons are already strong on their own and the additional 2/2 worth of stats is just unnecessary to be put in.
Cutest card in expansion, but combination of murlocs and dragons is super weird. Buffing your Scion of Ruin on the other hand...
If you think about this, it is literally being portrayed as a meal for dragons in art, name and the effect. PG rating just went up a level ahahah!

The art design it's pretty great. The flying murloc it's pretty cute.
a murloc who buffs a dragon is not impressive, neither good, you don't want to use this card on a dragon deck, so it will not see play.

It's a cheap minion, has a fun flavor, buffs dragons for classes that aren't paladin.

This can curve into Scion of Ruin, but invoking twice on 3 might be too much.
The effect is really good so can't say this will never see decent play. +2+2 on a unit on 3 is not really all that bad. But if dragons are meta then this card will just be yet another victim of the cruel Dragonmaw Poacher punish that will ensure that the buff will just do nothing.

i dont think there will be a dragon and murloc deck. its either one or the other
Maybe in Wild with The Curator. I could see Shaman doing it in Standard though.
