This looks like a nice sludge generator. This might combo very nicely with Fracking too. Just play that as soon as this dies, and assuming you haven't put more sludge at the bottom of your deck through other means, you have two barrels and you can just blow them up and draw a card.
This looks like a pretty good way to clear out sludge that was placed at the bottom of your deck. I'm not sure you'll be able to add enough sludge for this to be very good, as when there's no more, it will start destroying cards you might want to play. I guess you keep track of how much sludge you have, then kill this off when you run out. Or your opponent kills it because they don't like taking 7 damage to the face over and over.
So what is the purpose of this card? Put it in your deck and hope it's at the bottom for it to get destroyed by one of those other cards? This is almost certainly too cheap to be hit consistently with Wing Welding.
I feel the biggest issue with this is if you do have three or more barrels at the very bottom, this will force you to draw one, which you really don't want. So yeah, this is kind of crap.

I can see its applications, but most likely not as per what team5 intended. This is just an avenue for mana cheating, and will likely (though farcically) be nerfed if it goes too far.
Drawing 2 cards for 3 is way too normal for druid and will usually end up with you dead. But in context, since this card tutors dragons, you can simply design this around Desert Nestmatron, the OP card of this set, and go ham on 3. Even if all youre getting is a 3 mana 4/6 taunt, thats kinda insane along with thinning the deck by 2.
Outside of that specific thing, this card would probably only see play in highlander.
Possibly the only druid card in this expansion that's completely broken as fuck.
Whether youre playing dragon druid or highlander, this card will be in it. Hell, Im not 100% sure it wouldnt just be in most druid decks regardless. Just play Take to the Skies, draw both of these and get an instant 4/6 taunt at 3 for free. And if you happen to have another dragon in hand that's 2 of these things for free.
I look forward to this card being nerfed at some point. You cant print stuff like these and not expect it to be completely toxic. Probably wont happen...but we've been there before.

There's also one other issue, and that's the fact that this is a choose one card and therefore actively makes it difficult to play Embrace of Nature, whose sole target throughout every druid expansion that's not specifically drum druid will be Nourish
Im already not optimistic about dragon druid's chances, so chances are good you wont see too much of this card outside of try harding.
Warlock has very little in the way of fel right now, and only one of them is only relevant for lifesteal. Maybe you play this for the sludge, but I'm guessing no. Still, this will likely be a key card in a future deck.

Will this card see play. Probably, but because I dont think druid can actually play any midrange deck, let alone highlander, Im disposed to feel very negative of this card's chances. Very good power level, would easily slot into any other class without question, but in druid...youre either tossing 100 spells and destroying your opponent in a single player fest, or you get destroyed yourself with nary a whimper. Where does this card fit in both narratives?
Six 3/3s with rush and a 4/4 for 7 Mana ought to be good since it will clear most threats and leave you in a pretty good position. I think you'll want to be excavating too, so why not play this?
I guess the idea here is that Fye is the leader of the Faerie dragons. So while there are no Aspects that are Faerie dragons, Fye is like "the aspect" of that flight.
I understand your worry of power creep, but balance and fun is truly a difficult thing... there's a fun video on it I saw long ago, that even mentions your ice rager thing lol.
But that being said, what you're describing here feels disjointed from the message ... you seem to just not like the cycle of aggro/combo/control and want to be able to play "off-meta" decks and make them "meta"? This is nonsensical. Any whacky off-meta deck can only be that because it's off-meta otherwise it'd be mainstream and no longer off-meta. If you give more tools to control, such as more health to survive aggro, then you just increase the viability of combo decks which don't have to worry about aggro as much and can focus on finishing their combo to crush control who has nothing to interact with.
This is a simplification absolutely it's a brief comment, there's midrange and tempo and ramp and blurred lines inbetween. But just pingeonholing in your health to a build takes away all the deck building stuff. What Prince Renathal did is the closest you'll get without crushing the freedoms of coming up with new decks. Also the shadowpriest where it's a start of game effect can easily do a tradeoff in the opposite direction by giving you a special HP it can also take away your health, there's plenty of flexibility here to do what you're asking to a minor degree ... which is what custom card community events are for!
Here's a terrible community card that would be hilarious: Start of Game if your deck has at least 15 secrets, set your health to 50, and change your hero power to (2) mana cast a copy of a secret from your deck.

If you want a slugfest, I find a bunch of Duels decks do an amazing job of this. I just had a 12-2 Mage run where I had a 70% deck of discover cards with the passive powers "cards that don't start in your hand are -1" and "your first discover does -1 to all spells". Each game was absolutely intense of me on the defensive searching for answers getting down to a few hp and usually pulling out the win with a flustered enemy roping: exactly the reaction of something trying but failing to beat a "Control". This is the most enjoyment I've had in HS where games are basically drawing 40 cards in a match and playing double that and needing to read the situation to win until you finally have more value and excess to finish them out.
So I'd suggest playing some Duels with the slower archetypes and see what you think: it does have some learning curves as there's some whacky swings out there, but it's enjoyable for sure.

Six 3/3s with rush and a 4/4 for 7 Mana ought to be good since it will clear most threats and leave you in a pretty good position. I think you'll want to be excavating too, so why not play this?

You don't have to run any other dragons with this - you could throw Rheastrasza and Topior the Shrubbagazzor into a more general "all da good cards" Highlander deck with Take to the Skies and still benefit.
