Brandon hit the nail right on the head, this is just a straight up worse version of Bolvar Fordragon. It is only bigger than him after 7 minions have died, and even then he is only 1 health bigger. I just don't think this card will ever see play in any deck.

mana cheating is good, if you are playing dragon priest (which maybe is getting another card didn't see all the dumped ones yet) maybe it's good enough? priest has some good dragons.

Okay so it has stealth, making it super easy to trigger it's effect at least once. It also get's summoned by Guardian Animals, which gives it rush so you can draw immediately. Needless to say: OP AF. This will see play in EVERY druid deck in standard until it rotates, after which it will still see play in WILD. No joking. This card it NUTS. (Of course unless they print a better version of this card, which we can all agree we don't want to see.)
The 1/1s will probably be fairly underwhelming by turn 4, but if you are playing a deck that cares about wide boards maybe they can be put to good use. If this card sees play I think it will be because you really want a wide board, and the 5/4 will grab the attention of your opponent. So your 1/1s will be able to slide under the radar until your next turn when they can be buffed or whatever you want to do with them.
7 mana makes this just too late to interrupt aggro. The thing big decks really need to do is stick a really big taunt very early against aggro, and this just isn't able to do that.

The effect would not proc. It says when you attack a minion. Not when you attack an enemy/target. If the Mayor puts the attack to face, no minions would attack.
On the other hand, if the player successfully lands on a minion, each minion attack could go face.
The pool for deathrattle cards is large and filled with garbage. The discount is nice and might allow this to see play in a dedicated deathrattle deck, but I don't think it has any application outside of that since there is just too much junk in the deathrattle pool.

Solid stats for a 4 drop, but with the caveat that it needs to be follow up with a spell in order to give it those stats makes it later game play and you should be able to have something else on the board more prominent at that point. meh from me

New Priest Minion - Mindrender Illucia
A nice combo disruption card, but also almost certain to be usable as a way to destroy the opponent's deck.
Looking forward to seeing new alternatives to togwaggle priest.

Given that it will be on the board so it protects itself means that this can be used more widely.

New Paladin & Priest Spell - Wave of Apathy
Like a baby frost nova, this card mitigates a lot of damage against aggro, and the low cost means it can slot nicely into raza priest.
Not sure what this really does for paladin, but It's a tool that have access to now.
