Phew. It's a good thing the Riff spells don't have the Fire keyword. That way Warrior won't have to suffer from all the excessive amount of synergetic theming they've been suffering from. Y'know, because of how everyone complains that all the Warrior cards just work too well together.
More seriously, the Riff spells are overcosted, they absolutely need a synergetic card to justify them, and they're another example of the really bad package design that Team 5 has wallowed in for years now. Even if the One True Deck that gets created by the missing synergetic effect is good, its support will disappear by the next set and power creep might well crush it before we're a third more through the year (definitely by the end). These would be better cards if they stood on their own two feet. As it stands, even if these cards become good because of The Missing Synergy, the best we can hope for is a Warrior deck that doesn't suck for 4 months.

Hell, I'd even be okay if they wanted to make a format where you could optionally rent the card pool for the rotation. $10 or 1000 gold gets you access to all the cards in that season's pool. It lets people who have huge collections take advantage of them but newer players can go try something new too. Maybe they dump a pass for it in the pre-order too. So many ways they could go about boosting engagement, but I believe that no matter what, they're going to be super concerned about standard queues declining so we'll get nothing.
Blizzard will half-ass it like they did with the release of Classic (they had zero plan outside of make Classic a thing again) and then cite poor engagement as a reason to stop updating it. All they had to do was push Naxx into Classic 2 months in, and then Goblins vs Gnomes a couple months after that and they could have had repeated engagement.
Expansions launch, 2 months later a mini-set launches. The perfect time to do something like a Classic swap is between those two events and between a mini-set and the next expansion. Why they don't rotate Duels even on a more regular basis blows my mind. They've made so many improvements and they finally figured out their cosmetics pipeline (which took an embarrassing amount of time) so what's up with the part that matters - playing the game.
Also, no new Tavern Brawls ever when it is probably one of the easiest modes to do shit with is beyond hilarious.
Push out Brawl Blocks once a month. There's a rotating format every 4-5 weeks and the engagement potential is huge. It requires minimal effort to think of the theme too.
I'm inclined to agree. It may sound heartless, but the people who decide to dust their cards as they rotate are making a choice. They could have kept their investment and held onto those cards, but they did not; those of us who maintained their collection should not be punished because a subset of people only play Standard. You can say "that's what Wild is for", but that would require Wild to not be such a shit-show :/

You need to give people a ton of freebie temporary cards, at which point you make buying packs worthless.

Like I said I’m a whale, what I’m about to say will come off as crass; (you= F2P/players with little to no monetary investment into the game) If you’re not putting money into the game, I don’t care what you can or can’t play in it because you have no investment. Keeping people who don’t spend money on the game happy while not keeping those who do pay happy is a recipe for disaster. If you have criticisms on balance that’s fine but don’t expect the whales to keep paying for a subpar product.

I really couldn't think of anything on my own, so here's 3 random custom expansion cards that I chose with no real system. Maybe one of these will jump out at you.
Instrument Smasher while neat has the unfortunate caveat of being tied to dh weapons, which while they are all good cards are generally unfortunately not great weapons. In wild there’s 3 1/2 weapons + Dreadprison Glaive, [Hearthstone Card (Lion’s Frenzy) Not Found], and Trueaim Crescent. In standard atleast most of those are leaving standard so it might see play so demon hunters can turn their [Hearthstone Card (Calamity’s Grasp) Not Found]s into 4-5 attack weapons. If Umberwing is in core it probably cold be classified as deliberate sabotage. Either way I think it’s an improvement over Suckerhook.
Going Down Swinging - Ignoring the fact that its name is a barefaced lie given that it makes you immune. Is a solid option for Dh. It shares a decent amount of utility with Warglaives of Azzinoth with the bonus of preserving your health total. Speaking of warglaives it probably enables some Gonk, the Raptor-style otk with those.
Eye of Shadow is an okay card. It does suggest to me that Aldrachi Warblades are rotating. Maybe this makes the cut somewhere, but I’m not confident.
Glaivetar - while I do like myself a 4/2 thanks to my fond memories of Hooked Scimitar I’m not entirely certain this is fast enough for dh. Especially in outcast demon hunter, a deck that the last thing it probablywants is a 4 mana card without much in the way of immediate payoff gunking up its plays. Is an incentive to run Instrument Smasher in unrelated decks though.
So we get dhunter going full on weapon swings now.
Its not too bad, but its really starving for a weapon that does face damage per swing, because as it stands Im not sure what the point of all this cards leads to. Going Down Swinging is basically just a poor man's AoE that can backfire because you'll likely lose whatever weapon you're holding clearing board. Glaivetar supports outcast, and will never realistically draw you more than 2 cards. And then you have Instrument Smasher, probably the better card of this lot. At very least it replaces your weapon, which given the small pool isn't a joke.
As for the two legendary spells...
I'll say one thing, mage's doesn't look too bad, although Im sure the win rates cant be good. The idea is that you get to play lots of impactful, expensive spells at once, but the requisite is actually holding on to so many expensive spells in the first place.
Warrior's...good god someone's trolling. Yes there is a pathway for this to be good. Decimator Olgra, Fleshshaper, Trenchstalker, and even grom packs a massive punch. But the pathway towards there is just riddled with holes. These cards need to be in deck for this to work, playing a 5 mana do nothing, but ultimately it might all be just redundant because...
...warrior's best deck may actually be a retarded combo of The Fires of Zin-Azshari and Tony, King of Piracy. Yes, warrior cards are so shittingly poor that the best thing to do is curse your opponents with it.
Mercenaries - 97%. Missing "Mutiny on the Bounty - Sucessfully complete a level 500 Bounty (260/500)"; "Boss Rush Bounty - Complete 500 Boss Rush Mode Bounties (250/500)"; and "I Beat the Bot - Win 1000 games in the Fighting Pit (945/1000)". I'll be done with the mode after I finish those achievements and max all the new mercenaries. After all it was a good run, but with the mode being put in maintenance mode there's no much reason to keep playing it moving forward.
Duels - 88%. Missing the Flawless Duelist achievements for Darius, Diablo, Finley, Lilian and Stelina. I think Diablo will return to the game after Diablo IV officially launches. Also, there's some images indicating that both Shaw and Tess will be added to the mode, so more achievements to grind. I started my Duels achievements hunting december last year, so I'm pretty happy with my performance so far. But I'll take a break from it until they fix the Turalyon hero power. That thing is game-breaking.
Battlegrounds - 75%. From time to time I play BG's for a week or two, but I'm not fully commited to it yet. I just play with the heroes that I still don't have a 1st place with. If I win, that's great, but if not, at least a top 4 is ok so other achievements progress a little bit.
Arena - 54%. Arena is something else. So far I think only Shtan Udachi has the Flawless Azeroth Gladiator achievement. A 12-0 run is a rare thing even among the best players in the world, so I can't really expect to get all arena achievements. Maybe I'll try 12 wins with everyclass and hope to get extra lucky in some of these runs. I currently just have 12 wins with Warrior and Warlock. After I'm done with the Duels achievements I'll fully commit to improve my game at Arena and see how it goes.
Still missing a couple of Gameplay - General achievements, which I'll grind a little bit alongside the Mercenaries and Book of Faelin ones, at least until they fix the Turalyon hero power in Duels. I'm having so much fun with Duels, both Casual and Heroic.

The problem is not being able to do that, and the fact is that you're playing a 5 mana do nothing, not even to your hand or board. Most games are pretty much on the cusp by turn 5, so doing something like that is kinda crazy. Plus, warrior cant draw for shit (for now anyway).

Kill a minion so that it might be reborn like the phoenix! Feeding Time was garbage, Flanking Strike was quite good, but they're both old, so I'm trying to find an acceptable cost/damage ratio for this one, as well. There's also Arcane Overflow to consider. Rush makes for good flavor, but if that's too strong Taunt might be more balanced. What do you think?

I’m going to disagree, mainly because it’ll cost more money on a yearly basis. That wouldn’t bother me if Hearthstone had more ways to play with the cards I have (I know you’ve heard this from me before), but we don’t. Standard, Wild, Duels which I consider a waste of dev time, Tavern Brawl which only stays around because players would have a meltdown if they couldn’t get their weekly free pack, are the only modes in which our cards matter.
Standard rotates every year and Wild where broken decks exist (sometimes) are the main two formats. There are literally thousands of cards in the collection manager but the devs waste time on Mercenaries, Duels, and yet another forgettable Tavern Brawl, instead of giving us formats that fully utilize our collections. Not to mention I don’t think it has dawned on some of them that if they gave actual reasons for players to buy more packs, they’d buy more packs because they wanted to, not just to keep up with expansions/metas
I also can’t say Hearthstone is actively dying but rather it’s almost to the point where the majority of players who call it their ‘main game’ are the people fully invested, similar to the players who kept WoW alive when it had a few bad expansions (I’ve only heard good things about Dragonflight).
Edit: I mean hell, Tournament mode, formats, guilds. Basic things they can add within a year each and they choose not to do it but instead try to sell us more cards
That is why I said provided they don't increase the overall cost the same. If they effectively increase the price of playing by 33% with the additional set, that's a super hard pass from me.
They really do just need to stick another format in the game. Rotate the sets in it every couple of months and it'll be a breath of fresh air. I suspect they are too afraid to do it because it might end up making Standard look like a joke and we certainly can't have that happen! The best part is if they rotate content on a good enough schedule, you never need to balance anything! You could do card bans to keep the super annoying stuff out but that's fairly low effort.
If there was a way to hit multiple things with each use of your hero power, then this would be dumb... but it's not, so it's situational at best for me

I really couldn't think of anything on my own, so here's 3 random custom expansion cards that I chose with no real system. Maybe one of these will jump out at you.

New Shaman Spell - JIVE, INSECT!
IF you are able to wipe their board or seriously hinder it when you cast this... then it's epic.
New Priest Weapon - Idol's Adoration
If there was a way to hit multiple things with each use of your hero power, then this would be dumb... but it's not, so it's situational at best for me
New Paladin Minion - Annoy-o-Troupe
Voidlord on crack with a Possessed lackey already printed for it...as well as their own Skull of the Man'ari. If they put Cube in Core I'm gonna flip.
