you can't say Kinkou elusives is a Freljord deck when you are running 6 support freljord cards and 34 ionia :) it's the same as saying bannerman deck is ionia when there is only 1/2 copies of deny and 38 demacia's cards.
The reason why i placed Ionia 3rd and not first is again, it is mostly played as a support region and not the main one, in your examples it is X other region main champion + karma support (EZ, Heimer, Lux...) and i think that's a problem.
Of course you will always see all kind of decks played in ranked, but you will see some of them pop up WAY more often then others because of how efficient their "answers" are in comparison to the less represented regions.

All regions have different mechanics, weakness and strenghts. It feels very natural to me that some regions like Ionia, wich lacks good minions but have strong cost-efficient spells, will mostly take a support role to other regions. While i don't think this is a problem at all, i would also not mind if those regions get more options to build around either.

Babbling Bjerg is also a key card versus banner/Fiora/Ez decks to tutor Ledros, and its the best ressurrection target for Kalista.
Would be pretty awesome if casual took into account the deck tier so if you wanted to run something offbeat youre more likely to run into something similar.

No, if you have the volume on and even the browser minimized you will still count as a view. The only time it might not count is if you have the volume off.
I was talking about restrictions in general. Those don't have to be narrowed down to the ones I mentioned. If you would like to find more competitive players, so that you improve the survivability of your deck or to face a challenge, there could be an option to mention it. I dunno how such lounges would look like in the face of hs, but in the past I've played on YGoPro with a friend and we had the possiblity to set such custom options and to announce them to others.

Since players can get matched with others w/o any restrictions taking place whatsoever, it's inevitable for a meme deck to face something more competitive. And that's something unpleasant for both sides. ArngrimUndying and RangDipkin explained the reasons for that, so I'm not going to repeat them.
For me casual should get an overhaul, if the devs want to make it more popular. If we could set some kind of restrictions there, we could satisfy all types of players. Meme decks can get matched with eachother and pull off their fun combos in peace; people, who want to practise for the ladder or a tournament, can find more suitable partners etc. I suggested that change ever since I joined hs-related forums, but a fellow user here made a very nice thread about it:

Right now I don't see a reason to play there. Like DelkoHS said, we could use meme decks on the ladder and get easy stars thanks to the multiplier. This was the case for me, when I gave the new ranking system a try - I just created a fun Raza Thief deck and played it all the way to Diamond 5.

Some players like grinding up ladder with one specific deck and play other decks in casual where there isnt any pressure to win. Doesnt have to matter if its tier 1 or not, if you're not comfortable with the deck and you dont want to lose stars, you play in casual.

For me personally, I mostly play homebrew/lower tier decks in casual.
If I do play T1 decks, it is either:
To practice decks I'm not familiar with.
I want to play but there is a good chance I won't be able to finish the game (i.e. short breaks from work, unstable connection). Losses due to disconnects frustrate the hell out of me.
If you don't mind the loses though, just keep playing meme decks in casual. Eventually, your casual MMR will tank and you will start facing more meme decks.

One reason is because people may just like the decks and not like ladder. To add to that maybe they've hit legend already as well, or just get anxious and/or stressed playing ranked. I know before getting to legend myself certain match-ups on ladder could really turn me off of the game for the day.
That being said, in order for the leviathan - Swain combo to go off, you need to set it up over 2 turns without your opponent killing the Leviathan or your Swain, which seems hard to do
Everyone keeps forgetting that non-combat Damage can be done to units as well. A Single Avalanche with 6 or more units on board will single handedly level up Swain, without dealing any damage to your opponent. Also, the new Noxian Fervor deals a total of 6 unit damage, halfway leveling up Swain by itself. I expect Swain to be leveled up easily by the time leviathan comes into play, with the opponent still having considerable health.
Hey all! I really appreciate the collection manager, it's great being able to see just how expensive these decks are (or aren't!) to me.
I was wondering, is there any way I can clear my collection? It looks like some of the card data for me is wrong--I have multiple copies of most legendaries, and I might have other problems too. Since JSON import is working fine for me, I feel like the simplest thing would be to just erase my entire collection, then re-import the collection fresh from HSReplay.

Unfortunately, there is a lot going on here that's problematic. Grammatical errors, to start, namely the lack of a comma after "attacked", a capitalization of Murloc, and the final sentence should be "It fights to the death." or something similar. This leads to a new problem, in-that the text is going to be too long. All of that being said, I feel gameplay-wise this is just too niche: it's a Secret that only belongs in one type of deck (Murlocs), and such a deck doesn't want to spend time playing Secrets when it could be flooding the table with more minions.
Sorry if I'm being overly negative; it's all in the name of being helpful :/

Agreed--and I think you probably only really like this card if you're playing Omen Hawk and Hearthguard. Otherwise, I think you'd probably prefer Icevale Archer or Avarosan Sentry.
Obviously, the value in this card depends on the value of Swain--if you're not playing Swain, you probably would rather just run Battering Ram.
I predict this will be a win-more card: if you start a round with both L2 Swain and this in play, you deal 3 nexus damage + stun the 3 strongest opposing units. Then you can attack in with a 4/7 Fearsome who deals 3 damage to all enemies if he connects to nexus and a 5/8 overwhelm. Sounds great, right? Except Swain's level-up condition is dealing 12 non-combat nexus damage, so sans healing your opponent is already down to at most 8 HP, less if any attacks got through. So maybe L2 Swain + Leviathan is a contingency plan when your opponent packs a lot of healing, but I think most of the time Plan A is going to be to just beat down your opponent before Swain levels.
New Piltover & Zaun Spell - Gotcha!
If you draw it from Progress day it costs 1 mana that turn lol, kinda broken. 4 mana deal 3 damage is not that bad either.
