OK, I know Zaun is supposed to be like Piltover's dark underbelly, but in practice Jinx and Heimerdinger both fit a "wild crazy stuff happens" scheme, as do the spells and followers for P&Z. Teemo is actually from Bandle City, so it's not like they were even strictly limiting themselves to standing cannon.
Perhaps the most interesting question is: exactly how deep do they expect the rosters for each of these regions to be? Currently, there's ~20 champions affiliated with P&Z combined which implies that The Void would need to shore up its roster to be comparable--however, the same would be said about Shadow Isles. My suspicion is that they are going to continue on with what they did with P&Z and Teemo: doing what feels right in-game rather than restricting themselves to existing lore and keeping all factions' rosters roughly same size. I mean yeah it is all upsides and I am glad to not have to worry about opening a third epic. But this isn't the huge economy change I thought we would get. It is good, but I just don't think it is enough to make the game more accessible to F2P players.
For classes without silence, this is a slow game-ender. If a Control Warrior became oppressively good, I would bet that some decks might run this card against it... or maybe that's my GvG brain thinking, but still - I don't think we can write off any kind of infinite value.
Plus, think of the meme decks we can pull off!

His effect is a battlecry, so you won't be able to use any other effects after the fact, he needs to be buffed in hand prior to being played.

Exactly what I'm thinking. I'm more than happy to spend 100 gold on an old pack if I know I'll get the commons/rare I'm missing, with a reasonable chance I get a bonus epic too.
I wonder if dust farming for future nerfs on commons and rares becomes sensible. If even just a common of a set is nerfed, you can keep opening packs 1 at a time, each pretty much guaranteed to give 2x the nerfed card and hence a minimum of 110 dust. Even better because any golden commons will likely be the nerfed card too.
On a related note: if you open enough packs to have all the commons and there are any you want golden, keep dusting them between packs 'til you open the golden versions! Can do the same with rares if/when you get all of those, though that's a much slower process.

But I am a bit concerned that this may not be quite enough to help players like me who don't spend money, but still play the game a lot, build up their collection. People comparing this to Spellbreaker: Spellbreaker does not charge, and it only hits one target. Kayn brings all his friends right to the face regardless of how many taunts there are. No, he can't get rid of powerful deathrattles, but you would probably only play him when it means lethal anyway.
This is one of those cards where I'll rate it well, but only because the effect seems strong. I have no idea where exactly this goes or if it will work, but if all goes to plan this guy is terrifying. Catch me running Consume Magic.

Master Oakheart benefits directly from summoning Hadronox in Taunt Druid, and Oaken Summons is used in a lot of stalling decks for adventures summoning Ironwood Golem or Crypt Lord.
The big then small is a pure numbers thing, 6 armor 4 cost minion, 9 mana 1-2-3 attack minions.
And the smile part was specifically to denote Oakheart, cause I couldn't find a better way to call him out.
