I believe one of the devs said in some interview that games being too fast is also the reason why there are these mini rewards for finishing each step. It might seem like getting two extra spells or 6 lifesteal damage is not a lot especialy if it is delayed, but I think that it will be really helpful given that it is almost free reward for just doing what your deck is build around.
Dormant is already an evergreen mechanic as the first ever dormant card came in JtU, four years ago. And even though it may never appear in the core set, I believe we will see many more dormant cards in the next few years.
I am glad they decided to nerf Hysteria. Usually they kill the deck by nerfing the cheapest card (Leeching Poison instead of Kingsbane), so nerfing a rare card instead of a common could be a hint towards better future.
You actualy get 3 weekly quests every week. Sorry if you conted them in, I am too lazy to check, but just from the reading it seems like you have counted only one.
The last event was much bigger, because it was the only non-expansion update in its phase, while in this phase we will still get at least a whole new mode.

Makes sense. It's useful to know that deck to know how to play around it until it's fixed (deathlords, dirty rats, etc.)

The first ever dormant minion is from Journey to Ungoro, so I dont see why it should be limited to year of the pheonix.

They even made The Runespear art better.
