I looked around and apparently Annie Samira in ionia noxus is the way to go. You aggro the enemy early then tutor wildfire from your deck and finish via wildfire

I was experimenting so far how well a deck around wildfire can do. Essentially we talk about a ionia noxus with all spell tutors, ways to clone these tutors and some elusives. It can win but it feels quite slow.

My guess is that riot is planning to remove the interaction between scout and free attacks (so that scout only works on your turn/actual rallys) while nerfing the mana cost of actual rally cards so that demacia overall gets worse …
