It either changes so that it hits face when you're holding a dragon, or it actually means "only damage your enemies' [minions]", which is still a very strange way to put it.

I see your point. But Blizz has set the context of the card as minion-damaging spell with the first sentence. So maybe Blizz assume us to read the second in accordance to the first one.

Yup. This is a little confusing. Probably shortened so it coul fit on 4 lines easilly.
