Yes, but it Changes the Quest Hero Power With Hagathas, which is imho weaker than the other.
The only value I See Here is when you manage to play it before quest is finished, what Almost Never occurse

Fair enough, over-writing your quest reward with Hagatha's Hero Power is a gamble, but for a long game, I think I'd rather take the risk and generate myself 10-15 extra spells over doubling some battlecry. Any battlecry you feel like is totally worth keeping the doubled-battlecry for? With coin, I'd say Shudderwock, maybe?
