Its a druid card. Because its irrelevant in nearly every other class unless we're looking at wild, where certain cards grant your hero immunity or near something to it.
In standard though, no other class other than druid can drop this early and consistently enough, with a sizable board to end the game quickly. It does put a timer on your hero but that's irrelevant because if your opponent suspect that you can mitigate the immunity then they'll just not play this card early and just play plain ramp druid. Hell, they can even tech in Kazakusan and completely remove that liability.
If you are thinking of playing this card in any other class, just recognize that Sire Denathrius is also a 10 mana card that often also ends games on his own and doesn't rely on your opponent for a response. In other words, if youre not druid just play any other 10 drop would probably do just as well.
Difficult to imagine a winning strategy ... AoE still destroy your minions and only Kazakusan decks will work ...

Step 1: Pick Druid
Step 2: Play The Jailer
Step 3: Kazakusan
Step 4: Win.
EZ legend. Okay but now seriously, The Jailer seems like a strong card. Immune effects are really strong but there are a bunch of board wipes that can ignore immune effects. Honestly, all i can think of are Whirlpool, Brawl, That shaman evolve/devolve card, Doomsayer + freezes (mage/shaman), Rogue hero card and Twisting Nether, which means 6 out of 10 classes can deal with it. (For as far as i remember) So there is plenty ways to counter this. Oh and i guess The Jailer is also good alongside The Demon Seed (oh no) and Ignite. (Oh no)
However where i think The Jailer will shine most is in WILD. Prepare yourself for Tome Tampering + that imp for some warlock shenanigans, slamming down The Jailer and Bolf Ramshield or Mal'Ganis. Or alternatively, The Jailer to delete your deck into Mecha'thun combo. All of course want Tome Tampering + that imp combo for mana cheat + draw. Yeah i think something in wild might actually get nerfed because of The Jailer. (Yeah i know, them caring about wild lmao. :[ )
RNG is only fun as long as there is a 50/50 chance of getting something really good or trash level of bad. If RNG always results in something good, then it's not fun.
Probably too much of a gimmick. It's a 10-mana 10/10 that does nothing the turn it's played unless you already have minions in play. Then you put yourself on a clock and try to just facerace your opponent with minions.
Aggressive decks can't run it because it's too slow.
That being said, this is probably why they nerfed Kael'thas over Denathrius, because holy fuck would this be toxic if you could drop it on 6.
I actually wonder if you could put this in Ramp Druid, drop it with Naga Giants and just rely ony bumrushing your opponents with minions that can't be removed easily. Maybe Quest Priest stock rises once again.
I tried having fun once.
