Its an imp so it goes into implock. Sometimes you make a massive threat with library and this one card becomes a 2 mana giant.
But outside of implock there's really no reason to run a card that can never be good on its own. Unless there's some crazy imp minion in the next few expansions, this card is just a meh that's thrown into a deck by virtue of its race.
Good for implock, but i feel like it fits into Handlock as well. Why? Dark Alley Pact summons a imp, and you can then Imp-oster for another giant imp.
In wild, remember that Envoy Rustwix is counted as a Imp (At least i remember one of the devs saying that Rafaam can resummon Rustwix) so i guess you can use Imp-oster for even more primes in a meme deck, which is cool!
Also i love the name and flavor of this card.
RNG is only fun as long as there is a 50/50 chance of getting something really good or trash level of bad. If RNG always results in something good, then it's not fun.
