First ever dual-tribe Totem. It also sort of powercreeps Primalfin Totem (although obviously Murlocs are better than plain 1/1s for Shaman).

In the current meta, no. In future, maybe.
The main issue with this card is where does it fit in. Paladin doesn't need something like this while Sinful Sous Chef and boogie down are comfortably doing work filling the board. Shaman is best positioned to use this because every token counts and for what its worth this is still a 4 health totem for 2. But the current shaman build is so tight I just dont know what you'll take out to fit this mediocre card in.
Seems bad.
Pure paladin probably doesn't want this.
Totem shaman probably also doesn't want this because the 1/1s will take up board space. Sure it does help out with Bloodlust, and their 1 drops so they get buffed by Anchored Totem. But i feel like they take up too much board space, and compete with better cards.
RNG is only fun as long as there is a 50/50 chance of getting something really good or trash level of bad. If RNG always results in something good, then it's not fun.
