I loved the original Meteorologist. But that doesnt alter the fact that that card was shit, never played, and this card is basically just that. Too expensive and too inconsistent makes for a poor card indeed.
The only good thing I can see from this card is that it excavates. Depending on whether mage will run highlander, or whether excavate proves so wildly successful, this card might get a nod or be confined to meme class.
This would probably be a lot better if it only hit minions, or only hit face. Face is probably better, as it might just win right there if you have a full hand. As it is now, your opponent needs to have an empty board and you have a lot of cards, which combined with the cost probably makes for a weak card. Though if it only hit minions you could waste a lot of potential if have a large hand and their total board health isn't very high.
I don't think I've ever seen a card that does random split damage to minions, then if there's damage left over it goes to the face.
This card is actually way better than Meteorologist. It has an extra +1/+1, it always deals one more damage because of the generated card, and of course, it Excavates. It's still not good enough to be auto-included or anything, but it might be good enough to see play.

Its definitely objectively better than meteorologist. But the former was introduced 7 years ago :) So its entirely expected that this is a straight upgrade.
But I still think both are not good enough in today's meta. You'll likely play this card entirely for the excavate alone.
