Not sure if I'm talented enough for this, but I'd love to help. I'd start to post my cards in this post, without making more comments, so all would be clear. Also, is Shamballah a real WoW location, or is it inspired by something? If yes, that would help in designing cards that willl match it thematically. If no, it's still okay, we will just need to create it's flavour ourselves
I would really like to make some cards, but I would like to have some more guidelines. I don't really have a much of a feel more the theme of the expansion, except for the desert part. If you could post some preview cards that would be helpful as to give me an idea of what these cards should look like.

I like the idea of this, but I wonder if your Keywords are really necessary. With Buried you could just say "Battlecry: go dormant for 3 turns, then awaken this and draw 3 Cards", and Miracle seems like it would never trigger because Minions don't usually live very long in Hearthstone.
If you compare Miracle to something like doomsayer you see that only Miracle:1 would really work, as if you had 2 turns to kill a doomsayer it would never survive.

I'm not trying to make this all about me or anything, but I made a custom expansion too. You seem like someone who would find it interesting. I have all 135 cards, a subset of special cards, and an explanation for a few of them as to how I decided on their effects, stats and cost.

You need to have the images posted online somewhere and have a url linked to it. Most of the time I use Hearthcards or Imgur to get a url to post things. There’s a thing you can click on in the comments that’ll let you paste a url and resize the dimensions of the picture. Sorry it took a while to get back to you.

how about instead of posting our cards in a separate thread, we can post our cards here and you can update the OP to have them all there. so that was we don't have 2 threads about one thing
also, I don't know if you have looked into this yet, but I would like to know what named characters from WoW we are going to see in this expansion s we can know which legendaries to make.
I posted a card, Murozond, on the second thread, I hope for help in balancing. Especially, I don't know how many should cost Cards of Time, so i just made them cost 0 as placeholder. Beside balancing, what do you think about the idea itself?
