As you say, there is actually not many dragons left, and we're left assuming that the aspects and cards like Brightwing actually stick in core. But since this card also requires said tribe minion to actually be on board, it could be a funny situation whereby you simply can't use this minion on a dragon because they're all so high costed.
I still doubt it'll be in anything other than quest pirate warrior, but smaller pools and more consistent payoffs may prove me wrong.
Yay, now Paladin gets to double up on its buffs. There doesn't seem to be that many target holy buff spells, so maybe it won't be too op. At least Hand of A'dal is leaving. The closest card to this in effect looks to be Djinni of Zephyrs. I've never heard of that card being powerful, but I imagine this will work better due to the lower mana cost.
This looks like a nice payoff for those cards that put stuff in the bottom of your deck. I'm not sure if I'd want to use it with, say, Ambassador Faelin, since colossal minions take up a lot of board space.
A lot of the Standard dragons will be rotating out, and I doubt we'll see a ton of new dragons in a Sunken City/Naga themed set. The most of any neutral minion type in today's Core Set is 8 (i.e. there are 8 beasts and 8 dragons, and everything else is lower), so it's probably fair to guess there won't be more than ~8 dragons in the new core set. Assuming the Aspects will still be in the Core Set after rotation, the majority of dragons in Standard will be Aspects or cards from the Alterac Valley Miniset.
Side note - a limited dragon pool after rotation could mean Lady Prestor's value increases significantly, which should make for some pretty wacky games.

Then, give us something to buy with the excess. I agree that portraits seems very likely, and village upgrades could work too.
An exchange rate would have to be terrible, but would still feel better than sitting on a pile of useless coins.

But we'll have to see what other holy spells paladin gets. They are after all losing most of their best holy spells post rotation, so the prospect of the first copy of this card being 0 mana is kinda slim if Im honest.

Not only are some of the best holy spells rotating (librams, Blessing of Authority, Hand of A'dal, etc.) but it has anti synergy with Stonehearth Vindicator, one of the staples of paladin right now. The best we can imagine this card being would be around 3-5 mana (and it'll subsequently likely make the second copy free), but this can certainly change as we see more holy spells get introduced.
But the payoff is good, its nearly illegal in some cases, because at some point it'll likely make any minion sticking threatening lethal. And that's saying alot for a class that has thus far been as fair as it can be in 2022 hearthstone.
