Have the excess coins become a general "Mercenary Coins" currency. This currency can then be used to buy exclusively Mercenary packs.
A major issue right now is that all newly released Mercenaries go into the same old pool of Mercs as far as packs are concerned. I feel like I need to sit on packs until the next wave of new heroes is released to make sure I can get them all and to feel like the packs are being wasted by using them on only coins. This 'excess coin' proposal slightly alleviates the issue by creating an additional source of packs.
There would of course need to be a terrible exchange rate. 10:1 would feel terrible, but 5:1 might work okay.
So at least 2 damage to all enemies, plus 2 each to 2 minions, assuming there's minions to rush the drills into, but why would you play this against an empty board? Nice. Even better if there end up being other mechs that Mage wants to put in a deck.
The Voraxx was the card that came to my mind as well, but this is two mana cheaper and has a better base statline which is a big difference. So no, this is not a worse Voraxx.
Yes, Kotori is 2 mana cheaper, but it requires you to have an additional minion on the board AND only Holy Spells work with it. Voraxx would create the minion for you for free and it works with every spell.
One thing I didn't consider is that Voraxx would put the spell on a sleeping minion, while Kotori can put it on an active minion instead, meaning for 2 more Mana you can double your Holy Spell. But once again, that's only a strong combo if they print a good holy spell to use with it. Because so far there's only Blessing of Kings in standard (and they might remove it from Core set, and even if, 6 mana give minions 8/8 is not a very good deal these days)

Considering that Shirvala was "expensive" and more often than not cheated out for (almost) free, this will also have massive discount that will swing the late games.
A lot of the colossal cards so far have been way too slow and costly for what they do. IMO, the only ones worth running so far have been the Warlock and DH leggy, and the DH one is still questionable at best.
The 'All' tag makes me think otherwise, since if the tag is on a too early of a Tier, we can have the OG Battlegrounds dilemma all over again, and the meta would again devolve into who gets the beefiest Amalgam the fastest.
I am already in love with the new legendary. It took the place of a Boompistol Bully in my Freeze Shaman.
Though, TBH, I do not think it was necessary that Blademaster Okani was barred entry to the tournament. I doubt that any professional players were playing on mobile...
Un'Goro was my first expansion, and it hooked me on Hearthstone. I hope the card reviles show that this expansion will have as many good cards as Un'Goro did.
These colossal cards should take up two deck spaces during deckbuilding to be fair given their power level. At least that's my first impression of these cards, we'll see how they hold up in practice.
FYI, I just unlocked Vanndar. and got to a stranger. it showed me vanndar and 2 other empty slots. picked vanndar obviously but then the game froze. didnt said "not responding" but had to close the game. when I log back in my run still continued as if I picked vanndar normally.
so yeah, I guess if you have any mercs available for tasks, game still freezes but no longer softlocks. at least appearantly.
Yeah, the reason I think it could see play in as a dragon synergy is because a) those decks often want more dragons in hand and b) the "fail state" for the card is a reasonable vanilla minion for a deck that will mostly have expensive cards. So a Control Dragon deck can use this for late game value in a control mirror, or early game tempo in an aggro match.
Nice card to support tribal decks, but there's not really a lot of those around currently.
Pirate warrior will probably run it for quest completion but that deck iss already 90% pirates and doesn't really suffer from quest completion inconsitency.
Murlocs might also be interested if they're around in some capacity.

There's also an argument to be made that in tribes with low representations (such as Nagas) this could be used to look for specific cards, much like Draconic Studies

But even if it's only temporary, it can buy you time, or let you find lethal by getting taunts out of your way.
