From my experience, Arena is an absolute blast when you're able to draft a deck that isn't just a muddle of things put together - getting 30 not-so-great cards will immediately turn off any novice player.
It's going to be really interesting to see how the Rune aspect will turn out! Usually it's prefered to have a smaller pool of card buckets, which, if the buckets even go by those rules, favors triple rune lists.
They could also add 1-Rune requirements to each Hero Power. Though I'm not sure if that would make things too restrictive and ultimately lead to less of a general choice
On its own the card strong compared the hard removals of the past. In todays powercreped HS the card is "ok" in a vacuum. But for a Warlock card it is still strong, I think. You can rate a card just alone - or in context to the other cards a class have and cards a class could want to have. And I think a 4 mana hard removal with an upside is something a control Warlock can at least think about.
If you rate a card as strong or just ok depends on the scale you use to rate it.
Rating the card in comparison to the traditionally removals from Warlock this card is very strong - comparing just in the card context of todays powercreep I agree with you and the card is just only "mediocre".

I also feel like I'm missing something here, as for this forced synergy for Undead with Warlock .. it does indeed looks too expansive for its stats: where is our prime target?
If lots of Big decks make it to standard, this might be a good removal to add to the list of available single target, but Warlock have better ways to deal with small & big treats, so unless Undead be come relevant in that class, this might not be the best option for your decklist.

Sounds interesting but the pool of Arcane spells in Hunter is just a tad small (and by that I mean that outside of the two revealed ones there's literally just Arcane Shot)

After quite some time I decided to give Arena another shot. I actually didn't even know there was a Dual-Class event ongoing still.
Wait ..?! Now the spell themselves get to be enhanced? Kinda unique, so I see where the "legendary" feel is, but in a class where you wouldn't want your spell - nor your minions, for that matter - to just sit in hand until the right time, makes this clunky at best. Surprisingly nearsighted.
Because of its cheap cost and capacity to also hit Face, I can tell that it will find the right deck to be effective. Not outstanding, but decent with spell damage or a certain quest to finish.
Simple geometry? Actually, I find it's quite complex.
Getting to discover the concoctions is really nice. Now that we know there are actually five possible concoctions, I'm wondering how many can be mixed at once. I figure probably not all five, if only because that much text wouldn't fit on the Mixed Concoction card.
Only two at a time. The tech is not yet here for long descriptions, and it would appear that there are as many uncollectible cards as there are mixed concoction.

After quite some time I decided to give Arena another shot. I actually didn't even know there was a Dual-Class event ongoing still.
Long story short:
I drafted a Warlock/Demon Hunter with Cairne Bloodhoof, Ragnaros the Firelord and Ysera, plus decent early game and quite some draw.
And damn, this deck seems unfair! (Although I don't know the meta). It definitely helps me being reintroduced to Arena.
EDIT: Went 7-3 but I immeditately started the next run. :)

Pretty much the only purpose for this is to get your concoctions going on turn 1, and it serve that purpose well.
