Here let me make it easy for you and concede and give you exactly what you want and thank you sir may I have another?" Not buying it. You want to turn the other cheek, be my guest. But until either 1) Blizzard gives a place to exclusive play nonsense meme decks, or 2) people stop bringing ladder decks into the one place that ideally should be free of them, I'm going to continue to tell people who are actively ruining my good time that I can do the same.

With the design of your class, Kronos is OP and design limiting. He can be combined with multiple copies of Malygos and Alexstrasza for some ridiculous burst / board clear or healing to 15.
In my experience reciprocal roping doesn't stop the other guy from doing it; at that point it's become a game of chicken and the BM-er doesn't want to be the first one to nope out.
Whether or not it has a deterrent effect after-the fact isn't something you can determine with the limited information you have as a player. Who knows, maybe blizzard has data on on it. Intuitively, I'd assume that players who get roped right back are less likely to do the same in the next game, but who knows? We're basically trying to find a logic in behaviour that's irrational to begin with, so it'd be stupid to suggest that anything without hard data backing it is more than speculation.
That said, I think it's perfectly justified to respond in kind, and I've done so myself several times.
I'll play this once. If I remember correctly, it takes FOREVER since you and your opponent both have to Discover at the start of each turn. Obviously, some crazy combos are possible, and that would be fun. Not necessarily worth a replay.
Here's a fun way you can play this with a friend though: you both have to automatically select the middle option (or left or right) without pausing to consider. Game goes faster, and you're both stuck with random stuff.

I like to see Casual not as "meme only", but as "no stress" mode. Since you have nothing to lose at all. No one should feel guilty playing any deck, every person has its own view on entertainment and fun.
I would also recommend trying Wild if you can, casual or ranked, as there is much more potential and freedom for experimenting. You should face homebrew/modified decks fairly often.
They obviously kept this hushed up as to not draw attention to the fact there may be an internal issue at hand.
Also mighty suspicious this was announced the week of Blizzcon.
The announcement the week before blizzcon is a matter of necessity, at least for Dustin Browder, he did several panels/interviews/stuff the past years and his absence would have been immediately noticed and caused questions.
Possibly just a reporter looking into what Blizzard has been up to, given their rather controversial nature in the news recently and Blizzcon right around the corner.
A big cancelled project is the sort of thing you'd look into if you were looking for something you can get a story out of, and it makes sense you'd stumble across this when doing so.
It's not really secret. I think it was more that people didn't notice/care. Ares was cancelled, and that was public. But no one followed up on who left after the project was cancelled.
This is more "people weren't paying attention" than it was "MEGA TINFOIL COVERUP."

I am not saying you should be drug out into the street and beaten for doing this, or spawn camping in a FPS, or cheesing out a win in some fighting game. !!!BUT!!! so do I. And when "how you want to play" and "how I want to play" are in direct opposition to one another, the argument that "well you should let people be dicks or concede and give them a free win" sorry doesn't hold water with me.
You are 100% correct that roping doesn't solve any problem, but since Blizzard has shown absolutely 0 interest in addressing this I'm going to do what I think is right/fair. To take your exact argument: if you don't like me roping you for playing Tier 1 in Casual, you're free to concede to me and move on to someone else.
