Cobalt Spellkin is played mostly because of dragon tribe synergy. I can't think of nay deck that would play Wandmaker - DH would be best guess, as thier 1 mana slot is strong and narrow, but then again, DH has a lot of better class cards.
Arena only is my bet.

Good brann synergy in wild rogue decks
poor stats that's made up for with a cheap spell generation.
the classes with the fewer 1 drop spells might get some use out of this minion for consistency
Not a bad deal. Cobalt Spellkin like effect This will probably see play in a lot of highlander decks for the generation effect.
Mini Cobalt Spellkin. Nice card to slot in for some decks...
