It might be accidental residue of their preparations for the excess coin solutions (and then being able to improve our Mercs beyond what's currently available). Perhaps some elements getting already enabled when they shouldn't be.

There's still only one poor Gronn (Grull) and Pandaren (Cho), so they are apparently more generous at assigning races than the other Hearthstone teams for their tribes.

Sounds like you pretty much understand it perfectly. The only exception would be if the opponent gets to draw cards on your turn, but we aren't exactly being threatened by the existence of any Mill Shamans.
It's pretty good actually (and very cheap) when you can silence one big taunt without stripping all of your own buffed stats in the process. It's basically a win button against Miracle/Naga Priest who made a huge minion with Boon of the Ascended, whereas Smothering Starfish isn't always enough for lethal if you just debuffed your entire board (plus if you've grabbed your dust refunds, you'll be happy not having to recraft it at once).
Immunity indeed much less so, although there are certain matchups (mirror, Implocks, etc.) where you might wish to trade early and keep their side of the board clear while maintaining yours.
I haven't played the Questline in a longer while, but back then that deck rarely found itself with very few cards in hand. Might be more useful for low mana curve Aggro decks wanting to dump their entire hand (or almost) by turn 4/5.

Yes, you can see as much in-game. I don't remember when exactly it happened, but must've been a while.

That is correct. In that sense they act just like Uncraftable Legendaries/Golden cards we receive as a bonus.
